The acknowledgement that the fundamental condition to the national development being securing outstanding human resources in today's knowledge-based society of the 21st century is expanding by slow degrees. If human resource was emphasized on in terms of quantity such as man power and labor in the past, today the concept is gradually moving towards quality. In future society where the importance of intellect workers armed with new knowledge and a small number of creative persons who would practically lead the economy through innovation and invention is going to increase, qualitative aspects of human resources such as technique, creativity, and expertise will be accentuated even more than quantitative aspects such as population and labor time.The essence of Korea achieving high growth since 1960s without any special reserves of natural resources was to utilize growth strategy of using and processing abundant labor force at low cost, and selling finished goods in foreign markets. Labor force of low cost that supported such growth strategy was provided infinitely due to increasing population into cities from suburbs where more than half of the population was jobless.However, such growth strategy met its limits due to expanded input of high-quality human resources as a result of improved income level, ageing population, high academic career, rapid technology advancement, and rise of China since the late 1980s. First of all, the era of infinite labor supply ended at mid 1970s in Korea, low-income system collapsed from labor unions fighting for their fights with the industrial democracy evolving rapidly from late 1980s, and changes such as evasion of 3D industries occurred considering value system of workers since 1990s. To make things worse, changes such as unemployment of the young generation, corporate restructuring, expansion of part-time jobs, and career-oriented employment only accelerated structural changes in the labor market starting with the economic crisis of 1997.What matters most for the Korean economy to become an advanced country past the current status is to achieve highly-added value of economy. Also, establishment of a system to nurture, allocate, and utilize human resources of excellent quality is a desperate matter to support an economy of highly-added value followed by high income and high-price products. Moreover, development of human resources is an important task to consistently create jobs and prevent industrial collaboration with international mobility augmented rapidly resulted by advanced globalization.This study observes current direction of human resource development by examining how human resources of Korea have developed with what structural characteristics in terms of nurturing, allocation, and utilization based on such problematic issues.First chapter 1 described of study purpose and method as n introduction, chapter 2 inquired theoretical basis of human resource development and economic growth, and chapter 3 observed current situation of Korea policies on human resource development along with Korea's future plans on promoting policies related to human resources by the government and also described of today's reality of infrastructure for human resource development concerning law and system. Chapter 4 examined what changes the Korean economy went through in terms of human resource development in the progress, and chapter 5 explained of current tasks for human resource development and direction for future plans Korea have. Furthermore, chapter 6 arranged suggestions made by China in relation to human resource development of Korea, whereas establishment and practice of mid-and-long term strategies for human resource development by the government is important first of all, and development, nurturing, reinforcing of outstanding braintanks to intensify national competitiveness in the global era second of all, and dissolution of income unbalance and polarization by supporting human resource development in the fragile class, and raising occupational ability and basic capacity on a national level through lifetime education third of all. Last but not least, chapter 7 closed with conclusions.This study focuses on finding the role of human resources, system, and educational policies as the source of economic growth in Korea.Korea has constantly decreased divisional imbalance and raised per capital income with compressed economic growth. If the level of contribution of human resource development on economic growth can be estimated corroboratively based on such performances, this paper not only can provide useful suggestions to both developing and advanced countries, but also stress on the importance of policies for human resource development deciding our future.Human resource is the one important resource in the organization. Therefore, the long-term success of an organization depends on their working level and effective utilization of it. Thus, the potential of human resources must be developed to maximum and lead to utilization in achieving performances in the organization. The more an organization grows and develops, the more development of human resources becomes important and necessary.The engine of Korea's national development is people and education. In other words, national development of Korea concerning economy and industry has continued to run on its success road even in the unfavorable conditions of inadequate material and reserve resources, international political situation of the last cold war sustaining, and division of the country into North and South, thanks to the whole nation having interest and investing most efforts into human resources.Development in education and human resources in today's knowledge-based society in the 21st century is the core engine of national development, and an issue directly connected to securing life quality for each citizen. Building intellect infrastructure and developing human resources based on the lifelong education system, nurturing high-quality labor force at international level, and securing education suiting a national level of basic academic career, nature, and aptitude. People-oriented development strategy is crucial to expand university and corporate-oriented national intellect asset and develop ability of each and every single citizen. Furthermore, development of education and human resource is the field to be prioritized in investment and management in consideration of public services as their beneficiary range affects individuals, firms, local societies, and national development.On the other hand, the issue of current social integration and connection tends to be recognized as an essential factor of sustainable development with economic growth in all countries. Especially as the priority for policies of developing'human resources'is enhancing as a core factor of economic growth, interest for developing social environments for high level of sustainable welfare and forming of'social capital'as the basis is spreading among advanced countries, so it can be said that policies for human resource development must be pursued on a national level.
