Modern economic development's practice has proved that human resourceis not only the premise of the regional economic development, but also theimportant source of the regional economic growing. This thesis firstly analysesthe human resources' present conditions,education conditions and humanresource flow allocation conditions, summarizes the developing process of thetheories model of the human resource and region economic development, andconsists in foundation with the Hebei province's data, emphatically from thehuman resource quantity,quality and property the human resource of humanresource 'three aspects and economics to develop to make the researched, andestablishes linear regression models. Subsequently, this thesis constructs anevaluating indictor system of regional human resource sustainable developmentaccording to holding the connotation of the human resource sustainabledevelopment and the instructional thought of the human capital theory. Thesystem falls into four categories of quantity, structure, quality and flow, and itinvolves ten detailed rules and thirty particular indictors, so that it can providestheoretic evidence for evaluating the regional human resource sustainabledevelopment. At the same time, the evaluation method is discussed further in thethesis. Hebei province is evaluated by their grades. At last, presents some humanresource development management strategies to promote and keep humanresource's healthy and sustainable developing. It mainly contains the humanquality developing strategy, country human resource developing strategy,population control strategy and human resource flow strategy.
