New Countryside Construction Skill Economy Research

Building Socialist New Countryside is the significant historic task in the process of our country's modernization. The toughest work is in country when we aim to thoroughly construct well-off society. The subject of new countryside construction is the farmer. Farmers' abilities to invest depend on their income-increasing ability. However, farmers' incomes increase so slowly for a long term which is represented in two aspects. The first aspect is the speed is lower than in the past. During the six years before the policy of reform and opening up, the annual increasing of pure income per farmer based on the computing of the Comparable Basis was 14%-20%, which was 4% since 1997. The other aspect is that the increasing is far away from the requirement of building a Well-off Society in an all-around way. We expect this number can reach to 3000 dollars in 2020 when we achieve the building a Well-off Society in an all-around way. The annual increasing rate should be 12.2%. The annual increasing rate should be 8.4% even if we aim to get a half value, i.e. 1500 dollars per capita when we have to take the rural-urban gap into consideration. Compared with the requirement, actual development speed is very lower. Therefore, to increase farmers' incomes is a strategic mission of economic-socio coordination development, and is the decisive factor during the new countryside construction.I research the Skill Capital and the Skill Economy based on the Human Capital Theory theoretically and formulate their essential conception, meaning, characteristic, manifestation and so on, which provide theoretic basis for exploring the way of increasing farmers' incomes and analyzing in quantitatively and qualitatively. It is an innovative research method and theory to focus on Skill Capital when do research on Human Capital, in which I take Skill Capital as a support, Skill Economy as a special perspective to elucidate the theoretic and realistic significance of it to construct new countryside and increase the farmers' incomings. Through a study on the American well-known economist Mincer's Human Capital Mode, combining the country characteristics, I construct a suitable and new Human Capital Mode. Moreover, I analyze and validate this mode through real examples, and get the rate of return of Skill Capital. Fanner incoming-increase mechanism is analyzed, analysis model and check analysis are constructed, and a relative, of importance conclusion and its realistic meaning are obtained, which clarifies the path dependency and implementing measure of Human Capital, especially of Skill Capital, has a very significance on developing Skill Economy and accelerating new countryside construction, and present countermeasure suggestion such as to be leaded by government, invest into diversification and popularize skill education and training for farmers at the same time.
