With global warming increasingly serious, energy conservation andemission reduction become an urgent task for the human beings, it’snecessary for the human beings to realize the long-term sustainabledevelopment, abandon the high carbon model of economic developmentwith high energy consumption, high pollution and high emission, and turnto the low carbon model of economic development with low energyconsumption, low pollution and low emission. China is constructing thesocialist new countryside, used the low carbon economic idea in theconstruction of new countryside will bring the new life and vitality to ourrural areas. This paper acted from the regional economics, social andenvironment coordination development perspective, used the theories of sustainable development, low carbon economy and regional economics,researched on the relationship between the low carbon economy and newcountryside construction, constructed the new countryside constructiontheory frame based on low carbon economy, and used the fuzzycomprehensive evaluation method to analysis the new countrysideconstruction in Qingdao, and according to the results of analysis proposedthe content and path of new countryside construction in Qingdao basedon low carbon economy. It includes the following six parts:The first part is the introduction. Introduced the research background,purpose and meanings, the present situation of the study at home andabroad, the research method, thoughts and expected results.The second part is the theoretical basis of this paper. Introduced theconnotation and development of low carbon economy, the relationship oflow carbon economy, circular economy, green economy and ecologicaleconomy, the theory of new countryside construction, and analysised therelationship between low carbon economy and new countrysideconstruction, after analyzed the concepts of low carbon economy, low carbon agriculture and low carbon countryside, constructed the researchframework of new countryside construction based on low carboneconomy, to provide the theory basis for this study.The third part is the construction of the evaluation model of newcountryside construction based on low carbon economy. Based onfollowing the principles, constructed the evaluation index system of newcountryside construction based on low carbon economy, and used theanalytic hierarchy process gave the index weight, chose the fuzzycomprehensive evaluation method for the evaluation.The fourth part is the empirical analysis of the new countrysideconstruction in Qingdao based on low carbon economy. Illustrated thepresent situation of new countryside development in Qingdao based onlow carbon economy from the five aspects of energy using, industrialstructure, agricultural production, rural construction and farmers’ living,then used the fuzzy comprehensive evaluation method to analysis the newcountryside construction in Qingdao based on low carbon economy, andanalyzed the problems, including the extensive using energy, low degree of agricultural industralization, high carbon agricultural production modeland high emission of rural environment.The fifth part is the content of the new countryside construction inQingdao based on low carbon economy. According to the analysis andevaluation of the new countryside construction in Qingdao based on lowcarbon economy, proposed to construct the new countryside from fiveaspects, including the developing and utilizing the low carbon energy,adjusting the industrial structure to low carbon, the developing ofagricultural industrialization, the low carbon construction of rural areaand the choosing of low carbon life for farmers.The sixth part proposed the path of the new countryside constructionin Qingdao based on low carbon economy from the aspects ofgovernment guide, enterprise traction and farmers participation.
