On Human Resource Exploitation In The Construction Of New Countryside

Human resource is the first resource in social economic resources, and theexploitation of human resource is crucial to economic development, which is the way tostrengthen and enrich our nation. Establishing new socialist countryside as explicitlyproposed in the fifth session of the sixteenth central committee of the party. Basically, thekey to establish new socialist countryside is to improve farmers' enthusiasm, initiativeand creativity, to exploit and cultivate rural human resource, to make it the main force ofthe new socialist countryside and modernization. However, large-quantity and low-qualityrural human resource at present fail to meet the need of development of modernagriculture, urbanization, promotion of agricultural international competition and surpluslabor force transfer ,and it has been the big barrier of the development of rural economy.Therefore, exploiting rural human resource has become an urgent task and objectivedemand in changing age.With the theory and principle of Marxist and development economics, the paperdeeply analyses the theoretical connotation and main characteristic of human capital,human resource and exploitation of human resource; Considering that China possess largenumber of rural human resource while with low quality, the paper put forward the generalstrategy with China rural economic development and new socialist countrysidecharacteristics, emphasize education, training ,medical health care and rural labor forcetransfer will be the core measures to exploit rural human resource.
