With the development of knowledge economy and globalization, it is very important to enhance its core competence to acquire long-term competition advantage for a company by knowledge management. But the existing theories and research works can't be adapted to the practical business needs, especially for the giant petroleum enterprises, whose core competence is not incarnated by the products like in the manufacturing enterprises, but mainly by the complex process of oil & gas exploration and exploitation., the knowledge management incarnates the capabilities of oil & gas exploration and exploitation efficiently, not a simple management means. Thus there is a higher need of strategy for the knowledge management. To reinforce knowledge management research of the petroleum enterprises guided by core competence does not only have a practical means to guide the practice of knowledge management of the business, but it is also important to enrich the theories of the core competence and knowledge management.From the main practical problems of the petroleum enterprises of KM, by the logic frames of Core Competence(CC)—Strategic Management—Knowledge Management (KM) and the characters of the petroleum enterprises, the paper conducts an in-depth study to the following issues, such as the concepts, structure elements and identifications of CC, the value relations between KM and CC, the concepts, structure elements, management models, the strategy introduction process models and ways of KM, guided by core competence, e.g. Based on the latest domestic and international references, combines with the existing research results, take Daqing Oilfield Company as a case, the paper constructs the research structure, from the point of economy, management and strategic management, adopts logic statement, built analysis models, mathematic models and empirical research methods.The paper regards CC as the capability—element assemblage that enterprises formed in a long-term development. With hierarchical structure analysis theory, CC is divided into four basic elements , consisting of knowledge CC, culture support CC, organization support CC and strategic conglutinate CC, and eight sub—CC elements, thus it constructs a four elements—double levels CC structure model, indicates that the element of knowledge capability is the key element of the construction of the core competence. Based on this, CC identification and measurement model is established,and it offers the theory base for the study of the relations of KM and CC.With the four elements—double levels CC structure model, and with the analysis of the CC factors and KM factors ,and the investigation of the mechanism of organization activities and individual activities impact on CC in KM, the paper explains the relations of the value creation of KM to CC, and proved with mathematics theories. It is a new theory research on combining organizational behavior and inspiriting theory.With the analysis of the process elements, capability elements, strategy elements of KC, combines KM and CC, the paper constructed a KM 4I model guided by CC. It combines the fore process of KM which are obtaining, sharing, creation, application, with the two dimensionalities of organization and individual, and with the effect of the cultural support, organizational support and strategic integration, and the cooperation and influence between organization and individual. It not only clarifies the value creation process of the KM value chain to CC, it also explains the strategic key point of KM, and offers the theoretic basis for the study of KM.In order to utilize the KM strategy for the petroleum enterprises in practice, the paper designed the KM Strategy Process Model guided by CC. It divides the KM strategy process by three parts of which are strategy introductions, strategy activities and strategy results and eight idiographic implement tackles, and based on which, provides means for core knowledge orientation, KM strategy selection, knowledge conformity and integration, and the evaluation means for the holistic and single factor effect in KM strategy implement.Based on the theoretical researches, the paper takes the KM actuality of Daqing Oilfield Company as a case, applied the theoretical research results to the practice, brought foreword the overall thoughts, basic policies, key points of strategy of Daqing Oilfield Company's KM strategy guided by CC .
