In the early stage, Neoclassical Economics contained a little thought of evolution, and didn't development by the limited method of economic research.Havard school that has changed from one-way linearity S-C-P Paradigm to two-way dynamical Paradigm in industrial organization theory has broken the balance and the static state, and has melted the dynamical thought of evolution step by step in traditional industrial organization. At the same time, new Austria School always insist the dynamic of the market competition in the industrial organization theory, and contain large number thought of evolution. Development of evolution economics has driven the research of evolution of industrial organization, such as evolution of the economic structure, variation of the market conduct and the dynamic competitive.Although the research don't claim the evolution of industrial organization, the scholar have researched the evolution of industrial organization from several angles in China. The research about the dynamical process of the evolution of industrial organization is still only confined to the argument, but not a theoretical Paradigm that it is able to make an explanation the characteristic and the law of the evolution of industrial organization. Basic hypothesises based on the uncertainty and the bounded rationality, using theoretical analysis, empirical study, institutional analysis and historical method, the research explain the question of the evolution of industrial organization. By studying the thoughts of the economic evolution about Veblen, Alchian, Nelson and Winter, the research attempts to find a combination point which is the industrial organization and the evolutionary economics, and abstract the mechanism in the evolution of industrial organization.By studying the technological innovation, organizational learning and institutional change about the evolution of industrial organization, the research have formed the coevolution based on the technology and the institution. At the same time, we apply the theory to the characteristics and the rules in the China Telecommunication during transition period, in order to research the other industry in China. The main conclusion of this paper is:1,The process of the evolution about industrial organization is the result which enterprise of industry competes with each other. Appearing a dominant role of production organization is the result that enterprise competes within industry and that organization form competes in special rules. Periodicity expansion in the system of social division and technological innovation continuously urges to enlarge the market scale continuously. Confronting the uncertainty by productional organization, the market demand is changed and the productional organization is adapted to the circumstance in condition to the technology and the institution. This urges evolution of industrial organization and appears new coordination mechanism. New productional organization adapt to the ability of the market demand uncertainty and advantage of efficiency that bacome to a dominant role of production organization.2,Technological innovation is the basement to the evolution of industrial organization. Technological innovation is the process of creating, applying and envolving for knowledge. The development of innovation is the process from juvenility to mature through the activity about learning, hunting and selecting. When the innovative product improve on increasingly and satisfy with fundamental market demands, innovative activety of studying and hunting will slower and stabilize about development of product and industry. Appearing the new technological innovation activity, pruduct, enterprise and industry will in the new course of evolutionary.3,Organizational learning is the impulsion of the evolution of industrial organization. Organizational learning is the key reason adapting to environmental changes and influencing reform of the enterprise. On the course of organizational learning, enterprise often neglect that the process will spend a long time on evolutionary. In the process of organizational learning, we treat this problem by viewpoint of evolution and think that organizational learning is the dynamical process which is the integration of the individual level, team level and organization level.4,Institutional change is the external environment of the evolution of industrial organization. The evolution theory of institutional change launched an opposition movements of rationalism and determinism for economic circles. It has envisaged the nonimprovement of the economical system from the attitude of the displaying doctrine and pointed to the contradiction and collision in economic circles. On the research of institutional change, analyzing the resource allocation in the system fixed and analyzing the game of the institutional evolution formed the new research framework.5,the coevolution based on the technology and the institution is the essence of the evolution of industrial organization.In the process of the evolution of industrial organization, transfering and learning technology in the interior organization, changing the exterior environment, the system have formend the dual-acting of the technological innovation and institutional change and organizational learning, in order to the evolution. Theoefore, we can think that the evolution of industrial organization is a system dynamics and a process from the technology and institution under the interior force that organizational learning.
