Organizational structure is the premise and basis for the organizational function. For different goals different organizations have different structures. Organizational structure problems that would restrict the development of the enterprises call for timely change. Through the study of the organizational structure problem of Developmental Unit of Dashang Group, this paper tried to find out a set of organizational patterns that adapt to the development strategy, to improve the operational efficiency, to enhance its support to the development strategy, and to provide a reference for other enterprises.Dashang Group set up the Developmental Unit for the goal of collectivization development. The Developmental Unit made significant contributions for the expansion of the Group in early years, but it gradually revealed a decline in support for the development strategy of the Group in recent years, unable to cope with the rapid development. Following the sequence of raising questions (Description of the case), analyzing questions (Case study) and solving problems (Decisions and recommendations), from the perspective of theory and design of organizations, this paper combined the theories of organizational strategy, corporate life cycle and organization change, and analyzed the problems of Developmental Unit. The findings showed that the mismatch between rigid organization structure and strategy caused the exhaustion of the department in the rapid expansion of the Group; the bureaucratic working habits derived from the inherent drawbacks of organization life cycle also decreased operational efficiency. To solve these problems, it is suggested to carry out a planned and step-by-step organizational change to achieve the short-term and long-term change goals. In a short time, it’s necessary to make adjustment of the organizational structure, clearly divide the functions and make transformation from mechanical to matrix to improve productivity and regaining vitality. In the long run. a learning organization should be established to enhance the ability of learning and optimization, and improve the adaptability and competitiveness.
