Study On Industrial Structure Adjustment And Leading Industry Choosing Of Hebei Province

The first two decades of this century is important strategic period for modernization of our country. So it is an important strategic task to accelerate optimization and upgrade of industrial structure and changing economic growth style. Using leading industry choosing criterion theory and method, combining with characteristics of industrial structure of Hebei province, this thesis studies leading industry choosing and industrial structure optimization and upgrade of Hebei province and explores industrial policies to perfect industrial structure.Firstly, this thesis introduces concepts and relevant theories of industry, industrial structure adjustment and industrial policies and explains meaning and relevant industrial policies that should be worked out for infantile industry, leading industry and receding industry from angle of industrial structure classification. Secondly it introduces and evaluates sequence of industrial structure adjustment and polices of different historical periods of Hebei province. Finally analyzes favorable and unfavorable factors of industrial structure adjustment from respects of domestic and international situation and economic system environment. In terms of order of industrial development, this thesis uses industrial engineering theory, establishes relevant coefficient matrix of leading industry choosing criterion and correlative effect matrix, calculates leading industry of Hebei province. According to requests for industrial structure adjustment policies in new period, five polices of promoting optimization and upgrade of industrial structure are suggested.This thesis aims to propose scientific suggestions of cultivating leading industries, speeding up industrial structure optimization and upgrade, enhancing competitive advantages of industry and to offer references of industrial structure adjustment for localities.
