A Study On The Coordinate Development Of Construction Of Small Towns And Clustering Of Township Enterprises

The three dimensional rural issues concerning agriculture, countryside and farmers restrict further development of China. Accounting for this contradiction, optimal way is to accelerate the industrialization and urbanization. But undoubtedly, some factors such as the dual urban-rural economic structure slower the Chinese urbanization. How to accelerate the industrialization and urbanization in the situation of new socialist rural construction and overall development of the city and the countryside has been concerned by theorists and academia more and more. In particular, it is thoughtprovoking that how to construct the widely distributed small cities and optimize the township enterprise which makes a great contribution to economic development of China's countryside.This research starts with macro perspective of industrialization and urbanization, to micro-entities of township enterprise development. Finally concentrate on the coordinated development of small cities construction and township enterprise cluster. According to logic line that from theoretical discussion to practical cognition to didactical analysis, by sequence this research probes into some issues step by step such as the history of Chinese industrialization and urbanization, the significance of small cities construction in Chinese urbanization, the influence of township enterprise to Chinese industrialization, coordinating and interactive mechanism between township enterprise cluster and small cities construction. Some basic principle and methods of urbanology, management, economic and mathematical programming and models are used, and by a new DEA method it evaluates innovative performance of 8 regions where electronic enterprise cluster exists in China.This study considers that we must combine with China's actual condition and work to strike a proper balance to develop big cities, medium cities and small cities on urbanization way. At present we should develop the small cities first, which is an absolutely necessarily stage in urbanization of China. This research maintains that township enterprise is a rational choice of China's rural economy under realistic conditions and will consist in it for a long period. Moreover, at any time it plays an important role that can not be substituted by industrial enterprise in developing rural economy, improving the income of farmers and transferring the surplus labor force in agriculture. The mode of cluster is the optimum choice of township enterprise development. The benign interaction among township enterprise cluster, small cities and agriculture industrialization plays a positive role on new socialist rural construction and overall development of the city and the countryside.Some measures or proposals include principles of protecting the interests of agriculture and farmers, accelerate to reform the land system, domicile system, planning system, investment system and management model in small cities construction, township enterprise cluster construction should give prominence to industry features and protect the ecological environment. The local government should give an accurate position and fully play the role of enterprise association.
