Coal mine Safety is the most important factor of china's safety production. Effective theories and methods on risk management are the fundamental guarantee of coal mine safety production. With the situation of coal mine safety becoming more and more serious, it is very significant to study new patterns and methods on integrated management and construct the risk management mechanism of coal mine safety by means of system theory and risk management theory. The research findings are composed of 4 parts:Firstly, based on Hall's three-dimension theory, this dissertation constructs a 3-dimention pattern of risk management which is combined by time domain, targeted domain as well as role domain, proposing the conception of analyzing risk not only from entire system but also from a single element . In this model, the time domain consists of production opening up process, heading process, coal mining process, transportation process. The targeted domain consists of equipment risks, geological risks, man and man's behavior risk, the role domain consists of the six stages management process including risk planning, risk identification, risk estimation, risk assessment, risk response and risk monitoring.Secondly, a multi-level fuzzy comprehensive assessment model of mine production process and risk targets is established, it can help managers to identify the risk state. The risk level is divided into two grades, taking the integrated risk as overall level and taking risk of equipment installation, geological risks, and risk behavior as grade level. The individual risk level is estimated through three factors including risk probability, risk loss, risk exposure. Integrated analysis is applied to time domain and targeted domain.Thirdly,the mechanism of integrated risk management in coal mine safety production is established in order to ensure the effectiveness of integrated risk management. This mechanism includes the restructure of the external and internal supervision of mine enterprises, the rebuilding of risk management information platform, the reorganization of state safety production supervision systems, the restructure of security strategic decision-making mechanism as well as mechanism of humanity.Finally, this dissertation introduces the SVM theory into the mechanism evaluation, and constructs a comprehensive evaluation model based on SVM and adopts the investigation data of one coal mine enterprise in FengFeng, HanDan to verify the model's validity. The result proves that the integrated risk management mechanism is feasible and effective. The model provides a feasible method for the mechanism evaluation.
