21 century is often referred to as"water's century", and the importance and severity of water issues are becoming common concerns of the entire society. When it comes to water resources in cities, the core problem lies in management aspects. So the research of water management in cities is both important and imperative.Water issues related to a city include flood prevention and control, water sources, water supply, drainage, disposal and recycle of sewage. Water issues management aims to provide services for the society, economy and environment of a city, and under the constraint of the three systems. The function of water issues system in a city consists of water resource environment management, supply, use, drainage, disposal and recycle of water and management of related resources and industries. Its main aims include water resources development and use, water improvement and distribution, water saving and protection, thus it can be called the foundation for the construction and development of a city.This paper mainly plans to explore the innovation of water issues management, using global-system theory, system evaluation and forecast theory, based on related theory of water market structure, after incorporating the operation and management characteristics of China's city water management.The main content of this paper is as follows. The first part includes chapter 1 and chapter 2. In his part, related theory and methods of city water management is introduced, recent development of water management both home and abroad is analyzed, the market future of water management development is further discussed, and significance of this research together with the research outline and innovation are given in the end.The second part is chapter 3. This part mainly deals with the structure and control methods of water issues management system. And further more, it discusses the sustainable development strategy of water issues management and analyzes the relationship between water resources of a city and its economic development.The third part includes chapter 4 and chapter 5; it mainly researches on water supply and demand equilibrium and water system safety. The content of this part includes the construction of city water resource forecast model, methods for judging water supply and demand equilibrium, construction of an index system for evaluating a city's water safety capability, and further more, detailed research of city water safety issues.The forth part is chapter6. It mainly researches on the efficiency of water management and core competence of a water management system. This research will be conducted using both static and dynamic efficiency measurement, for comprehensively evaluating the efficiencies of a water management system over several years, and identifying critic elements which affect efficiency. In the end, the issue of building core competence of water management system will be discussed.The fifth part will conduct a comprehensive research on city water management from the perspective of water supply, drainage, and disposal etc.. This part has covered some contents of chapter 7, 8 and 9 and is the core content of this paper. The content of it includes water supply system, drainage system and disposal system, some problems with these systems and management strategies for these systems. On the basis of the above study, and after combining the concept of recycle economy, this paper analyzes the issues of water reuse, and discusses about the feasibility and implementation of water supply and drainage pricing using CVM technique.The sixth part is chapter 10. This part conducts research on city water management innovation. It will discuss market reform issues from two aspects of investment modes of water system construction and market reform of water management, after considering some conditions and problems of Haikou city's water management.From the above discussion, we can extract the following innovations in this paper, First, conducting research on water management system structure and control using global-system theory and systematic analysis, and discusses sustainable development strategy of water management.Second, we conduct a comprehensive evaluation of water management system efficiency of a city over several years, using both static and dynamic efficiency indices, DEA and Malmquist exponential technique and identify critic elements which affect variation of efficiencies. Specifically, we give detailed analysis of six cities in China and Japan.Third, we discuss market reform issues from views of investment modes and market reform of water management, after considering existing problems of Haikou city's water management system.
