This study is part of "The Study of Research Method and Statistical Estimate Model of Minimum Wage in China" from National Planning Office of Philosophy and Social Science. On the other hand, this dissertation is the extension of "An Investigation into Guangdong Minimum Wage". Base on the One Country Two Systems, I got the help and support form Motherland, and finally, I Create a fully statistical estimate model of minimum wage in Macao. As an important social security policy, minimum wage is being discussed by labor and firm organizations and many others people in Macao. Labor union organizations made requests for minimum wage policy. They hope that the minimum wage system is introduced by government to share the economic gain and it can improve their income condition. But firm organizations are afraid that minimum wage standard will be much higher than the equilibrium wage and cut down the firm's profit. Macao SAR government agrees labor's idea and have paid minimum wage for government's security and cleaning service. As we know, the main point of the minimum wage system is reasonably standard. This dissertation investigates minimum wage theory and sets up statistical model for Macao. The studies are organized as following:1. This dissertation reviews the origin and development of minimum wage researches, translates a lot of foreign document to Chinese. Chapter 2 can give us all the details of the international minimum wage studies in Chinese language today.2. The study analyzes Macao income distribution by empirical evidence, and measures the Lorenz Curve. Then the dissertation calculates Macao minimum wage standard by Martin method, ELES, econometric model, etc. Statistical data and empirical examples are used to illustrate Macao income and wealth distribution. The study provides a reference basis for the further research.3. To analyze the relations between economic data, we use Grey System and set up some indexes.4. In order to forecast the economic data, the dissertation gives multiple measurement methods including Grey System, Neural Network. And then, we find the optimal option for our studies.5. To make the decision support for minimum wage adjusting, this dissertation sets up a decision frame base on clustering, discriminant analysis, Neural Network, Logic and decision tree, etc. We choose the training samples and analyze the forecast samples.6. To measure Macao minimum wage standard, we set up some statistical models including minimum wage model base on income distribution, income and expenditure model, adjusting model, rebuilt Martin model, Collective Bargaining model. Then we discuss the application in Macao by empirical evidence.
