Study On The Issue About Transformation Of Agriculture Science And Technology Achievements

The transformation of agriculture S&T achievements is actually a process of connecting demand and supply between the users and the research institutions with the agriculture S&T achievements as its medium. The agriculture S&T research, driven by social needs, is partially characterized by transformation of certain agriculture transformation achievements thus the balance between supply and demand of it could be reached through market regulation. However, it also evolves according to its own law of development. Accordingly, the balance between supply and demand could hardly be achieved through the regulation of market. Therefore, the development of agriculture research and the transformation of its outcomes objectively require the establishment of an integrated system due to their features such as locality, openness of agricultural production as well as the large number of farmers.In this paper, based on the characteristics of agriculture S&T research and transformation of its outcomes, the author analyzed the factors influencing the transformation process of agriculture S&T achievements in China in a two-way perspective of "agriculture scientific research-user" by employing the theories regarding technological innovation as well as balance between supply and demand, for the countermeasures on possible solutions improving the result of agriculture S&T achievements transformation, in order to innovate the system of agriculture S&T and promote active participation of users of agriculture S&T achievements.Specifically, the paper made a closer examination from the following aspects:1) transformation of research achievements. The problems existing in agriculture S&T research, as well as the major causes related to the agriculture research institution, were initially sorted out in this paper with the intention of putting forward the solution of establishing a new supply mechanism for agriculture S&T achievements. Problems such as the large quantity of fungible competitive achievements, achievements without compatibility or exact directions etc still exist in agriculture S&T research in China owing to the facts including absence of a division and coordination system between agriculture research institutions, unreasonable structure and regional layout of agriculture research resources, insufficient productivity of local agriculture research institution. Consequently, the author argued that a new supply mechanism for agriculture S&T achievements based on comprehensive agriculture research division should be established to support a coordinated development of agriculture S&T research in each area for the balance between supply and demand of agriculture S&T achievements in China.2) The situation, factors and possible solutions of inadequate demand for agriculture S&T achievements for users. Two categories of factors that influence possible users' investment decision on agriculture S&T achievements were also clarified in this paper: internal factors such as education, agriculture production scale, the ability of organization and investment of farmers; as well as external factors such as agriculture infrastructure construction, high risk of agriculture production in addition to loan support from banks. This paper put forward the proposal to stimulate and support farmers' demand for agriculture S&T achievements in order to cope with the problem of an insufficient demand for agriculture S&T achievements.3)The paper investigated the interactions between parties from "demand-supply", farmers' participation in agriculture research and transformation. As the development of a market economy, the organizations of farmers and agricultural industrialization represented as professional farmers cooperative, driven by agricultural enterprises, are currently embracing the developmental acceleration. In this context, the paper analyzed the features of farmers and agricultural enterprises' participating in the transformation of agriculture S&T achievements and the possibilities and ways of realizing cooperation and coordination of different parties participating in this transformation process. To conclude, the author put forward solutions of promoting the participation of farmers and agricultural enterprises in agriculture research and transformation of its achievements. The author argued the new supporting system for agriculture S&T guided by market along with platform for communication should be established to ensure the economic interest of each party.
