Study On Effect Evaluation And Management Operation Mechanism Of The Agricultural S&T Achievements Transformation Demonstration Base In Xinjiang

Agriculture S&T achievements transformation is the most effective ways and means to solve the separation of China’s agricultural technology and agricultural economy, but also the promotion of the development of China’s agricultural economy. At present, the agricultural economy in China’s western region developed slowly, largely because agricultural S&T achievements can not be transformed effectively.The agricultural S&T achievements transformation demonstration base is the indispensable carrier for the agricultural S&T achievements transformation. Their construction and development related to the effect of agricultural S&T achievements transformation, the development of the agricultural economy and the increasing of farmers’ income.Xinjiang, a major agricultural province in northwest China, has poor agricultural development, the S&T achievements transformation is relatively slow. At the forum on Xinjiang working in May2010, the CCP and the State Council made important deployment for Xinjiang to promote the leapfrog development and long-term stability, and issued a series of preferential policies, which provided large historic opportunity for the construction, opening and development of Xinjiang, and also put forward a higher demand which is about the region’s economic development, social progress and the ecological protection. The agricultural S&T achievements transformation, as the basis condition and main support of economic development, is the inevitable way for the S&T playing the first productivity effect and the effective measures to transform traditional agriculture and building modern agriculture, but also the important choice to speed up the economic structure adjustment and promote industrial upgrading, which strengthened the week link of the separation of agricultural technology and agricultural economy and has been the irreplaceable support for the economic and social development.With the market as guiding, technology as a mean, for the purpose of increasing farmers’ income, with S&T projects as support, for the purpose of enlarging the effect of S&T demonstration bases, in order to promote the transformation of S&T achievements, Science and Technology Department have listed39S&T achievements transformation demonstration bases since2005in Xinjiang, in which36are agricultural S&T achievements transformation demonstration bases. Achieved some results, but there are some need to be solved and perfected.Combining Xinjiang’s actual situation, on the basis of describing the construction on the transformation of agricultural S&T achievements transformation demonstration bases in Xinjiang, this paper builds the comprehensive evaluation index system of agricultural S&T achievements transformation demonstration bases, evaluates and analysis the overall effect of the agricultural S&T achievements transformation demonstration bases in Xinjiang, identifies the development constraints and problems, in the light of these constraints and problems, builds a new management operation mechanism, and finally puts forward the policy recommendations which is about the development of the agricultural S&T achievements transformation demonstration bases.
