The Study On Transformation Efficiency Of Chinese Agricultural Science And Technology Achievements

As the national agricultural science and technology innovation system advancing gradually, the progress of science and technology plays a more and more important role. Especially when we need to change the way of agricultural development to realize sustainable development, it’s more and more important to speed up the transformation of agricultural science and technology research and achievements. Agricultural science and technology achievements transformation is the key to help the potential agricultural technology convert to real productivity, efficiency of agricultural sci-tech achievements is reflecting the utilization degree of agricultural science and technological achievements, as well as reflecting its economic benefit and social benefit. So, as the final step to turn agricultural science and technology into actual productivity, the achievements transformation efficiency is particularly important. So we need to measure the efficiency of agricultural scientific and technological achievements.This paper uses data comes from the agricultural science and technology achievement transformation funds project during 2008-2013, analyzing the current situation of scientific and technological achievements, and then based on the C-D function of SFA method to measure the efficiency of agricultural scientific and technological achievements; and after that, measuring different technical fields, different transformation undertakers and different technical types’ efficiency change trend and analysis of difference. Finally, according to different transformation undertakers, studying the external factors and internal team characteristics affects on the efficiency. This paper has two innovations: the first one is the research angle of view, this article is based on the perspective of micro to measure efficiency; the second one is the research content, this article researches transformation efficiency of different undertakers, different sources, different fields. The results are as follows:1. Agricultural science and technology achievements transformation. The biggest part of achievements transformation investment is money, platform to support is as complementary; results into transformation and human resources investment are volatile. In particular, Spending on equipment instrument purchase expenditure is the biggest part of the investment of money and also shows a trend of rising year by year; the number of people changed a lot. Among the production of achievements transformation, new product sales and technical income has the same trend but the technical income’s trend is stronger; human resources training is gradually enhanced; new equipment grows more obvious than other application results.2. The measurement and analysis of agricultural science and technology achievements transformation efficiency. The efficiency grows gradually from 2008 to 2013 and there is a clear difference among different periods, the efficiency in 2008 is the lowest; east has the highest efficiency and no significant diffidence between areas; the processing of agricultural products has the highest efficiency,forestry has the lowest efficiency, there are no significant difference between other agricultural industries; university-industry cooperation technology and own technology both are very stable and every type’s efficiency exist significant differences; firms have the rising trend and no significant diffidence between undertakes.3. The external factors and internal team characteristics affects of different undertakers. Based on the efficiency study of different external factors regression analysis, the firms and research units are both suitable for university-industry cooperation development technology and own technology source; efficiency of research unit in the central region is lower than in the west region; efficiency of colleges in the east region is higher than in the west region. Through the characteristics of the efficiency internal correspondence analysis, the firms tend to play the role as production and sales, colleges add firms is more appropriate to do the research and development, research units tend to popularization and application and colleges tend to pilot maturation. Stuff that have a intermediate title and about 40 to 55 years old are often undertaking the task of production and sales, people that have a senior title and about 27 to 40 years old are generally taking the responsibility to pilot maturation, those who has a senior title and about 40-55 years old is more often do the promotion the applications.Finally, according to the above research conclusion, we can put forward policy suggestions from the government, the main body, the achievement. For the government, it should control the direction of resources distribution, structural adjustment and capital from macro view; for the transformation undertakers, they should transformation according to the characteristic of external factors and internal team from the medium view; for the achievement, it should be conducted on innovation chain from the micro view, combining evaluation mechanism to make the comprehensive selection.
