Human society is speeding up towards information society, and information industry is the most important fundamental industry in the information society. The manufacture and consumption of various kinds of electronic products, such as computers, telecoms, fuel the economic growth world widely. Meanwhile, the new economic structure of information society is being established. Continues advancement of information in every aspect of society is leading to significant change to economic growth pattern, employment structure and living style of human beings, which strongly drives the reconstruction and upgrade of traditional industry, as well as huge promotion of national economy's overall quality.Information industry has been one of the foremost components of global competitiveness for a nation or region, thus, the promotion of information industry has been the necessary choice for many cities to achieve striding development. As a super-giant metropolis and the important base for the information industry of China, Chengdu has laid an important basis for the development of the information industry and got the advantage that the radiation district of market covers the Midwest of China, and the information industry is called the"No.1 Project"of the Sichuan province. The Chengdu's information industry has developed so fast during recent years, and played an important role for the promotion of competitive power of Chengdu even the Sichuan Province. But there still have income gap compared with the representative cities in the Pearl River Delta and Yangtze River Delta. So studying how to improve Chengdu's information industry's competitive power has important meaning. Meanwhile, Chengdu is the core part of Cheng-Yu economic area which is authorized by China and the only key development area in the West. By the way, as the synthesis reform experiment zone based on the City and Countryside Overall plan, Chengdu has the national top high-tech industrial park. So studying the competitive power problem of Chengdu information industry, and studying how to promote it can not only research the special rules in the Big West Development process , that Chengdu being a good example, but also can research and discover the normal rules of how to promote the information industry competitive power in contemporary China.The most important factor that constitutes the urban competitiveness is the industry competitiveness. The preliminary evaluation study of Chengdu information industry is reviewed in this thesis, which is based on the development of information industry on the condition of current position; the theoretical study of the competitive power, industry competitive power and city competitive power; also based on the study of structure and current position of Chengdu's information industry.It can get from the self-evaluation of Chengdu, that in the macro measure, Chengdu has the good environment of developing information industry, for the reason that the quality of development importance is attached and the transition of economic is improved; in the medium measure, there is still a considerable gap between the industry competitive power of Chengdu and the East, saying nothing of the international city; in the micro measure, Chengdu has not gotten so much enterprises that can impetus overall information industry growing fast. The average of small-scale enterprises'competitive power is weak, and the price competition is still existed between this small-scale enterprises. Meanwhile, these enterprises input little in their own development investment. The infrastructure investment in Chengdu is still not insufficiently and the higher-level talents are not so much.On the basis of self-evaluation, it will have important meaning that choosing the appropriate city to compare, finding out the problems that exist in Chengdu information industry and proposing viable plan about promoting the competitive power.There are four large-scale cluster of information industry in China, like the Pearl River Delta,Circum-Bohai-Sea,the Yangtze River Delta and the Midwest cluster of information industry. Their representative cities are Shanghai and Shenzhen and Chengdu. So the first two-city give Chengdu a good example. It is necessary to research the three cities, and find out the differences. It is not easy to give an accurate definition about the opinion of the city industry competitive power, but the AHP (Analytic Hierarchy Process) can divide a complicated problem into some hierarchies and factors. By comparing these factors, we can find out the different importance and give advices. According to these, using the AHP method to compare the Shanghai, Shenzhen and Chengdu's information industry competitive power, it can be know that Chengdu's development of information industry is not sufficiently and competitive power weak.Based on the self-evaluation of Chengdu and the comparative of Shanghai and Shenzhen, the aspects that Chengdu should pay more attention to promote its information industry competitive power are followed:First, the institutional innovation is the fundamental social security. The institutional innovation plays an important role on the economic growth, because information industry is a high-tech industry and dependent on the institutional innovation more than traditional industry. The government should establish long-term plans, try for the institutional innovation, and protect the intellectual property rights. Beside that, the government should optimize its role and abstract high quality IT talents.Second, Industry Park is the platform to develop the information industry. It has been proved from some countries and regions that developing Industry Park and promoting the industry centralization can enhance the industry competitive power. Industry Park is an effective approach to strengthen the cooperation and accelerate the information industry's development fast. For accelerating Chengdu's information industry, Chengdu should take some measures, like speeding up the development and construction of the information and technology park, perfecting the infrastructure construction, standardizing the rules and regulations, promoting the preference policy, improving the good investment environment and so on, to set up the excellent platform of developing the information industry.Third, it is important to use the information technology in every industry, and promote the translation of the economic growth. The informatization's applications in the social curriculum are affecting the employment structure and life-style's reform. The market capacitance and market structure of information industry decide its growth and changes in structure. Demands of markets promote the innovation of the technology and the development of the science and technology industry. Besides that, the new subjects are raised to the new technology and products' research and development. The applications can improve the all-round development of the information industry. As a high-cost industry, the scale of the demands of markets is an important factor because the ampliative scale could down the cost and gain more competitive power. Broadening the applications of the informatization, enlarging the market capacitance and the key breakthroughs, in the manufacturing information area , digital entertainment area and so on, is the effective approach to promoting the information industry's competitive power of Chengdu.Fourth, the globalization and information are both the keywords of the century. The electronic information trade, which itself is a high trade of globalization, processes with strong powers of penetration. So the methods, like the development of information industry, open up of power and so on, are the inevitable tendency.Based on the former research results made by other scholars, the thesis attempts to be innovative in the following aspects:Firstly, the existence and development of industry is always limited to certain space bound and industrial structure and system. According to the theoretic perspective of industrial competitiveness, the thesis focuses on the efficient methods of upgrading Chengdu's competitiveness. Combining the empirical studies and standardize research, the thesis systematically studies the strategies to upgrading information industry's competitiveness in Chengdu.Secondly, the author chooses Chengdu city as the objective of this study, which is of more pertinence. In terms of systematic study of specific economic entity's specific industrial competitiveness, the thesis has initiative significance. The thesis systematically studies the social and economic foundation, the current condition, six domain markets and the developmental trends of key technologies of Chengdu's information industry. Through the theoretical exploration of system innovation, industry clusters establishment, application of information and opening policy, the thesis puts forward some strategies which are suitable for the current reality of Chengdu and in favor of promoting industrial competitiveness.Thirdly, the author found that most industry clusters only achieve spatially physical cluster at High-tech Industrial Districts in China, but lack interaction within and between industries. Especially, in terms of interaction between corporations. Therefore, the thesis emphasizes the"four combinations", including the combination of industry (industry chain)-products-corporations, the combination of industry (industry chain)-High-tech Industrial Districts-corporations, the combination of industry (industry chain)-technological innovation-technological elites and the combination of industry (industry chain)-capital-financing channels. This"four combinations"penetrate through the thesis'system structure and discussion of each chapter.Fourthly, during the function description and analysis of government departments who implement supervision of industry districts, are being carried out, it is found that there are many repeats and omissions in dividing supervising function; therefore, the author brings forward the managerial thought of"Big Department"in the advancement of information industry development so as to improve administrative efficiency and reduce administrative cost.The author did his best to be scientific and precise in theoretical analysis and empirical study. However, due to various factors including research sources, the thesis has the following limits:Firstly, the author seeks to achieve perfect combination of theories and practices, however, the disparity between the two are objectively existed. Particularly, the thesis is more practical focused. Although, there are deep analysis of Chengdu's information industry and complete explanation of related solutions, the related theoretical analysis is relatively insufficient, which requires the author to do further study and research.Secondly, at the beginning of the study on the competitiveness of Chengdu's information industry, the thesis made some quantitative analysis of self-evaluation on Chengdu's information industry and quantitative comparison among Chengdu, Shanghai and Shenzhen. Whereas, in terms of specific measures and solutions, qualitative analysis is more than quantitative analysis, and the data analysis and data mining are comparatively inefficient.Thirdly, because of the research perspectives'limit, the thesis is mainly focusing on finding problems and disparities through comparative analysis, and carrying through countermeasures study in terms of system innovation, industry clusters and garden establishment, application of information and international cooperation. Thereby, it is inevitable to neglect some problems in other aspects, Such as the relation between the advancement of Chengdu's information industry competitiveness and development of high-level service industry can be reinforced and enriched in the later researches.
