Chinese telecom industry has had a period that"three ups and three downs"nearly 40 years through the founding of China, and a period that"three-time regroup"after the 20C 19th. The development rules have the same character with the world telecom, and show the special character that has only China.Second, compare our country with the world's telecom industry's turning point, in addition to the surprise of the turning point of time, the impact of technological innovation and institutional innovation to the telecom industry is similar. The technological innovation is the fountain of the inflection point; the institutional innovation is the direct cause of the inflection point. The formation of the inflection point is related with the institutional innovation, but there is technology innovation behind them, whatever there is such a time-delay behind the impact.Third, the market structure of Chinese telecom hasn't the materiality changes after the separation of government from enterprises, the introduction of competition and the third regroup, the competition pattern hasn't be established. The workable competition hasn't carry out between the principle parts as there are still significant gaps between them, especially in the field of mobile communications.Fourth, the market competitiveness evaluation scores of Chinese telecom industry rank 17th in the 21 countries, the environment competitiveness rank 19th, and the enterprises competitiveness rank 18th. The empirical results show that there is a large gap between Chinese telecom industry competitiveness and the average level, and there is a huge gap between the Chinese telecom industry competitiveness and the developing countries'. There are many tasks that we should do under the impact of the third reform and the global regroup wave.The innovations of this article are as followings: inspect the process of Chinese telecom industry, hackle the events emerging though the developing of telecom industry, sum up the major inflection point of Chinese telecom industry's development; analysis the effects of institutional innovation and technological innovation during the development of telecom industry, basing on the empirical and data-base foundation, analysis the form reasons of Chinese telecom industry's inflection point; choose the proper method to evaluate the competitiveness of enterprises, the competitiveness of environment, the competitiveness of the market, get the relative level of Chinese telecom industry in the world typical countries.
