The Effects Of Technical Barriers To Trade On China's Exports Of Agricultural Products

With the rapid development of economic globalization and trade liberalization, the technical barriers to trade including technology regulation,technology standard and conformity assessment procedure have become the important means which are used by the developed countries to protect trade.Especially after the establishment of the World Trade Organization,in order to protect agricultural development of their own countries,decrease information asymmetry of market trade and the negative external effect of manufacturing and consumption,the developed countries have intentionally used technical barriers to trade which is approved by WTO agreement to protect its domestic agricultural products market and restrain the agricultural products export of developing countries,thus the obstacles caused by technical barriers to trade are increasingly obvious.Under such background,the export of China's agricultural products has confronted the technical barriers to trade used by the developed countries frequently.Therefore,the analysis of the dual effects of TBT to China's exports of agricultural products will have important theoretical and practical meanings for China to cope with the technical barriers to trade of agricultural products and realize sound development of China's export trade of agricultural products.First,the paper reviews and comments the related literature home and abroad. Then,in the light of the condition of technical barriers to trade that China's exports of agricultural products are facing,respectively analyses the effects of the technical barriers to trade on China's exports of agricultural products theoretically and empirically,then points out the problems existing when dealing with technical barriers to trade of agricultural products in China.Under this foundation,this paper finally puts forward countermeasures for china to break through the TBT of agricultural products.The full text is divided into six chapters:ChapterⅠis the introduction.This paper introduces the background and significance of the topic,ideas,contents and methods of the study,innovation and defects of this paper.ChapterⅡis about the theory, which reviewed and sorted out the study on technical barriers to trade at home and abroad.Then evaluates the existing researches.ChapterⅢanalyzes current conditions of technical barriers to exports of agricultural products faced by China on quantity,categories,and the trend,and finds that technical barriers to exports of agricultural products faced by China have the characteristics of big amount,different types and broad scope,and expands quickly and will occurs for a long time,seriously influences the export trade of China's agricultural products.ChapterⅣprovides the theoretical analysis about the impacts of technical barriers to trade on agricultural exports.In the short run,technical barriers to trade restrain agricultural exports,but in the long run,it will promote the trade.ChapterⅤempirical analysis the impacts of the technical trade barriers on China's exports of agricultural products,the result shows that technical barriers to trade used by the United States and European Union have the obvious negative effects on China's agricultural exports and hinder China's agricultural export trade.On the bases of the contents above,ChapterⅥprovides ideas of a joint effort to breakthrough the technical barriers to trade faced by China's agricultural exports.The analysis of this paper shows that technical barriers to trade has two sides of effects,and we should make full use of its positive effects,avoid its negative effects, and take a series of practical measures to cope with technical barriers to trade.
