Study On Urban Tourism Development And Government Function

Urban tourism is one of the special travel patterns.Alongside the change of tourist demands and the rapid development of tourism industry,the great impetus of urban tourism on economy,society, environment and resources sustained development of the cities are wildly concerned.Especially,by multi-cultural connotation,strong urban functions,and enormous compatibility,traditional sight-seeing mode transforms into compound mode of tourism.The reflection on various functions of tourism catches many experts' eyeballs,and also proposes more demands on the improvement of government function.On the basis of government economics,tourism industry,industrial economics,administration management,and urban development theory,and other perspectives,with the application of literature analysis,comparative analysis and data analysis methods,this thesis researches into the government functions in urban tourism.From social development view of pan-tourism,the thesis firstly distinguishes the concepts between tourism development and tourism industry development,then analyzes the relationship between tourism development and urban development,and proposes the importance of administrative operating function in China's government function of urban tourism development,also presents the optimized mode of government function on tourism development. According to the empirical study of government functions on Wuhan urban tourism development,this paper suggests the countermeasures on the optimization of administrative function in Wuhan government.The thesis includes eight chapters.The first chapter is the introduction.The background information,significance of the research,and other relevant research both at home and abroad and the framework of the paper are outlined.The second chapter is theoretical basis.The trend and characteristics of urban tourism,the evolutionary rules of government function under the background of competition and cooperation of urban tourism are expounded.Based on government function theory,industrial economic theory, urban development theory and other theories,the urban tourism development theory is emphasized.The third chapter analyzes tourism development on economy society,environment and resources, proposes the systematic relationship between tourism development and urban development as well as interaction relations.The fourth chapter analyzes the effect of government function on urban tourism.Based on the statement of the relationship between government and industry,government and market in parts of other nation and China,through analyzing the relations of tourism policy,government investment and tax,management system and urban tourism development,the range and strength of government and the rampancy of government action,have been investigated.The fifth chapter makes a research on the operation of government function in urban tourism development.From three aspects:basic function,operating function and department function, government function in tourism development is defined.The thesis expounds the relationship among main functions in urban tourism development,government functions and the phases of urban tourism development,the development strategy of urban tourism and operating functions,summarizes successful experiences and weak points of government operating functions in urban tourism development,proposes the trend of government functions in tourism development.The sixth chapter investigates into optimized approaches in government function of urban tourism development,and proposes the general principle of optimization describes the optimized approaches of administrative operating functions,summarizes three function modes:government management and government-oriented and self-organized management,explains policy guarantee, legal protection,financial and tax guarantee,crisis management of optimized government function. According to different phases of tourism development,this thesis presents three optimized approaches of government functions:industrial integration,values integration,and social integration.The seventh chapter analyzes the current situation of the operation of urban tourism development and government function,points out basic countermeasures and suggestions on optimizes government functions.The eighth chapter draws the conclusion of the thesis.
