In recent years, along with reform and opening, Chinese urbanization is developed speedily. The cities plays more and more important role in the national economy. How to make the cities of our country develop healthily and sustainably, how to promote the urban synthesized competitiveness, these are big problems urgently to be solved. The theory of the urban management spring up the upsurge in 1990s in our country, and becomes a popular topic of the theories of urban construction, urban management, town planning, etc. and of the field of the practice. Since the fact that the urban management is a newly emerging thing in China, these are some mistakes and problem in the process of the practicing. It influences the development of the cities in our country badly and lowers the government's effect in urban management. The purpose of this paper is to locate the reasonable function of the urban government in the process of the urban management, that would makes government operate powerfully and effective in urban management.This paper first reviews and summarizes the studies and the practices of the urban management, and expatiate the theory of the urban management detailedly, include the concept of urban management and its doers, objects, features and so on. Then, the paper locate city government's main function which includes city planning, supply of local public goods and solution of externalities in the process of urban management theoretically, and make a detailed economic analysis. Finally, according to the problems existing in the Chinese city governments, the paper defines the main functions of our city government and puts forward some constraints, principles and advices of conversion of function.
