China has been going round saying:” to be rich, first build roads”, the deep meaning of this sentence can be viewed as infrastructure construction is the foundation and essential condition of economic development. Urban-rural infrastructure integrated construction is the important development strategy, which is to direct at urban-rural infrastructure supply imbalance and wide disparity,is an indispensable part of urban-rural integration. Its construction and improvement have relation to the coordinated and sustainable development of urban-rural economy, haemony and stability of urban-rural society and modernization can come true at last. Urban-rural infrastructure integrated construction is promoted and leaded by government. As the representative of public interest, the main body status of government is irreplaceable, and must udertake the main responsibility of urban-rural infrastructure integrated consruction.In the face of new situation and new development, the party and government fully recognize the importance of overall urban-rural development and realizing urban-rural integration,especially the importance of the urban-rural infrastructure integrated construction. In order to make urban-rural public resources get scientific and reasonable configuration, it is mentioned several time to strengthen infrastructure construction and supply in the major conferences and government reports. In recent years, Guangxi government actively responds to the call of the party central committee and the state council, makes great effort to speed up infrastructure construction between urban and rural, and achieved significant results. But due to the uncompleted cognition, imperfect system and unaligned interests, there are some problems in the urban-rural infrastructure construction, supply and management, such as functional vacancy,unsmooth administrative system, the lag of policy and the lack of co-ordination between all levels of government. As a result, the urban-rural infrastructure integrated construction is prevented. From the urban-rural infrastructure integrated construction to research problems of government function, analyze the causes, and explore the optimal path choice of the governmentfunction which has great significance.The thesis explore the problems of government function in the process of urban-rural infrastructure integrated construction of Guangxi through using the methods of qualitative approach, theoretical research and empirical studies, analyze the causes from the aspects of ideological understanding, systems and mechanisms, and interests among governments. By learning constructional experience of successful area and actual development in Guangxi, it is put forward the corresponding countermeasures and suggestions.
