Agricultural multifunctionality, as a concept in agricultural development, reflects the contemporary reality of agricultural development, and is one of the fundamental basis of developing agricultural policies world wide. Northeast China is an important area for food and animal production, playing critical role in the effective supply of food and animal products for the country. The study of regional agricultural development in Northeast China from the perspective of agricultural multifunctionality, will contribute to the development of the new agricultural policies and countermeasures, ensure the healthy and sustainable development of agriculture in Northeast China and may inject new vigor for the sustainable development of agriculture in Northeast China. .In this study, the theories and methodologies of economics, sociology, ecology were adopted, with agriculture of Northeast China as the target. From the viewpoint of multi-functional agriculture, the status and value of Northeast China's agriculture were analyzed. In addition, the four functional areas in Northeast China were divided by cluster zoning approach. The agricultural development strategies and policy measures were proposed for each agricultural function areas based on its natural conditions, advantages and functional value. Through a comprehensive analysis of the agricultural development process, the paper discussed the necessity and practical significance of this multi-angle study on the agricultural development strategies. The paper also elaborated the structure, methodologies and possible innovation of the study.Chapter II. Characteristics and theories of multi-functional agriculture. In this chapter, the concept, features and regional development theory were introduced, and the key features theoretical points of China's agriculture function were discussed.Chapter III. Analysis of the agricultural status in Northeast China. The natural resources, the basic characteristics of agricultural production, socio-economic factors, comparative advantage and constraints for the development of agriculture in Northeast China were studied, which provided a basis for the study of agricultural development strategy in the following chapters.Chapter IV. Analysis of multi-functional agriculture in Northeast China. In this chapter, the necessity of developing multi-functional agriculture in Northeast China was discussed. Based on the quantitative analysis of the function value and the favorable conditions, the paper came up with the proposal of regional co-ordination and developing multi-functional agriculture in Northeast China.Chapter V. Zoning of agricultural function areas in Northeast China. By using statistics method, the whole Northeast China was divided into four function regions based on the economic function, job indemnify function, ecological functions. These four regions include the Northeast agriculture production base, Liaozhongnan urban and rural integrated development areas, Laoyeling forest area in Changbai Mountain, Xing'anling forest area. The paper also elaborated the agricultural resources, development trend and existing problems. Chapter VI. Strategy for developing the agricultural functional areas in Northeast China. In this chapter, general development ideas and goals of the multifunctional agriculture for each function region were studied. From the economic, social and ecological angles, the specific development strategies for each agricultural function areas were proposed including the follows. The economic target for the Northeast agriculture production base will be changed into the food safety oriented target; Laoyeling foreast area in Changbai Mountain and Xing'anling forest area will be constructed as the ecological barrier; while Liaodong urban and rural integrated development areas will follow the diversified development models, focusing on tourism agriculture and facility agriculture, and with top priority for developing logistical industry; All these strategies will enhance the employment of the region and increase farmers'income.Chapter VII. Policy countermeasures for developing the agricultural function areas in Northeast China. The policy countermeasures were proposed for each agricultural function areas based on its economic, employment and ecological functionsChapter VIII Conclusion. This chapter gave a relatively comprehensive summary of the agricultural development strategies in Northeast China. It summarized the strategic priority for developing the agricultural development strategy which could be a model for the agriculture development of the country. Economically developed areas can learn from the experiences of Liaodong urban and rural integrated development strategy; economically developing areas can draw on Northeast plain agriculture production base development strategy; and economic poverty areas can learn from the northeast mountain forest development strategy. The paper proposed to incorporate the agricultural multifunctionality into the regional agricultural development strategies and suggested to promulgate the preferable policies, and establish the comprehensive multi-function agricultural system. |
