For a long time, China's exports of agricultural products has played an important role in the range of promoting the rural employment and increasing peoples'incomes, and optimizing industrial structure of agriculture and improving the international competitiveness of agricultural products and solving the "San Nong". Xinjiang is a major agricultural area, solving the " San Nong " is an important work for the party and government in the next long period. Developing export-oriented agriculture is the need to speeding up the implementation of the agricultural "Going out" strategy and opening a new areas of increasing farmers'incomes,is an important way to solving the " San Nong " issue.This study not only satisfies the theory of the agricultural development in Xinjiang , but also satisfies the spirit of two govement document No.1, and to guide the current work.By the qualitative and quantitative ,Normative and empirical analysis methods, in accordance with the ideal of the "Basic theory - Status quo analysis - Empirical analysis - Countermeasures research", this paper has studied the export-oriented agricultural development in Xinjiang.Analyzed the current situation of importing and exporting in agricultural products, the status of trade in agricultural products , the situation of the agricultural using of foreign capital,we found that the overall development of Xinjiang's agricultural trade was in the rapid stage after China become a member of the WTO, Comparing 2006 with 2001,total trade growth rate was 98%and annual rate was 14.58%;There were larger changes in structure of products and market; The status of agricultural trade in the development of Xinjiang's agricultural production was rising , but the role of trade continue to decline , the role of trade in agricultural trade of China was becoming more and more weak; Xinjiang's agriculture made great progress in utilizing foreign capital, it make up for the lack of agricultural capital in a certain extent, the agricultural development was promoted.By Cointegration analysis, we concluded that there will be a long-term stable equilibrium relationship between the exports of agricultural products and per capita net income of farmers , and Xinjiang's agricultural exports has an important influence on the income of the farmers, which is an important way to increase the income of the farmers. According to cointegration analysis, Granger causality test methods and error correction model, analyzed the relationship between the agricultural exports and agricultural economic growth, the results showed that there will be a long-term stable equilibrium relationship between Xinjiang's total exports of agricultural products and agricultural economic growth, and a one-way Granger causal relationship between the growth in agricultural exports and economic growth in agriculture, this shows, the exports of agricultural products is the reason of the growth of the agricultural economy, while the agricultural economy growth in agricultural exports is not .Used SWOT analysis ,it showed that the export-oriented agriculture in Xinjiang have many strengths, weaknesses, opportunities and threats. the strengths include excellent location, better resource , unique humanities, abundant cheap labor, higher level of agricultural science and technology compared with countries around, competitive agricultural products and broad stability market in the world. the weaknesses include that government's emphasis on export-oriented agricultural development did not go far enough, the market and policy of neighboring countries was not fully awared of , funding was grossly inadequate, the foreign trade System of agricultural products was imperfect, the structure of commodities for export was unreasonable, the number for export was small, brand awareness was not strong, the quality and safety of agricultural products had hidden trouble.China become a member of the WTO,《A number of opinions about promotioning socio-economic development of Xinjiang on the further》was published by The State Council, The Shanghai Cooperation Organization was established, the five Central Asian countries and Russia, South Asia, Eastern Europe is a developing and huge potential market. The above provided enormous opportunities for export-oriented agricultural development in Xinjiang. The legal system with the international market is not perfect,the personnel who master the WTO skillfully in Xinjiang is lack , People pay more attention to the diversity, exquisite, and nutritional of food, the environment in declaration is unfavorable,there are some technical barriers to foreign trade , natural disasters occurred frequent, American sub-loan crisis sparked a financial crisis , terrorist activities are more in neighboring countries. These form the threats to the development of export-oriented agriculture in Xinjiang.In order to speed up the pace of development of export-oriented agriculture in Xinjiang, the following key measures should be taken: Nurture vigorously export-oriented agriculture base with regional characteristics and strengths, make leading enterprises bigger and stronger more and more, greatly support and nurture the agricultural operators for export, Strengthen the quality and safety management, Enhance the competitiveness of exports of agricultural products, Establish the brand of agricultural products, Increase the degree of organization of agricultural export, enhance the training and information services, implement a plan to promote exports of agricultural products, Innovate and expand policy support system, Strengthen organization and leadership , draw up and promulgate a plan about export-oriented agriculture in Xinjiang, Actively seek support from the Central Government to resolve related issues.
