Study On The Export Policy Of Agricultural Products In Xinjiang At The Background Of Beltand Road Strategy

As a major agricultural province of our country Xinjiang,the hinterland of the Eurasian continent,with rich natural environment and unique agricultural resources,since ancient times has become an important business and strategic thoroughfare connecting East and west of the ancient Silk road.Relying on the special geographical location and resource advantages,but also to the agricultural products in Xinjiang has brought a slowdown in the good opportunities and potential for development.But at the same time,the Xinjiang agricultural product export trade development also holds a single planned economy system and closed,the original export of agricultural products as the price and structure limitation,deadly gradually lost its traditional advantages,and often encounter trade barriers.In 2013 our country put forward the macro development policy to create "The Belt and Road",and stressed that the proposed to build in China's North Xinjiang and South Fujian as the "double core The Belt and Road",in order to expand the export of agricultural products,the scale of bilateral trade barriers,eliminate the development of international cooperation and achieve diversified development international trade shows great impetus.Planning guidance of this macro policy,Xinjiang local agricultural products export strategy has been established through the development of border trade,border economic cooperation center,bonded zone and port infrastructure modernization,to promote the export competitiveness of agricultural products in Xinjiang.Based on this,this dissertation combines case study and literature theory,the export of agricultural products in Xinjiang policy review and development are discussed and summarized,based on the comparative analysis of Xinjiang province and Yili County of Qapqal agricultural products a number of agricultural products processing enterprises,the system analyzes the development present situation,the export of agricultural products there are opportunities and constraints.The effect of Belt and Road Initiative policy,Xinjiang agricultural products are facing new export channels,export trade status,market situation and the situation of the industry development opportunities,but also has the high cost of transportation,logistics market development limited,restricted by the factors of policy and industry attention to low degree of lack of talent.Therefore,the in-depth analysis of the limitations of the policy of agricultural product export in Xinjiang is the policy of agricultural products export enterprises subsidies less effective financial support and agricultural enterprises limited,export infrastructure support and low export trade friction response strategy is not perfect etc..On this basis,according to the analysis results and empirical research,to explore the dynamic changes of timely control the international market of agricultural products,and quantity,and adapt to the structure of the support for the development of export trade of Xinjiang agricultural products and perfect policy: through grasp the whole trend of economic development,policy steady and continuous planning system design the long-term support policy;agricultural product export enterprise funds,personnel and technology;accelerate agricultural land transfer and financial supporting policy reform;promote the circulation of agricultural products storage chain construction and perfect the agricultural product export trade friction response mechanism.Through this study,in order to the relevant government departments in the formulation to enhance the international competitiveness of Xinjiang agricultural products trade,and promote sound and rapid development of Xinjiang's export-oriented agricultural economy,increase farmers' employment,provide a useful reference to policy design and play a role in promoting the adjustment of agricultural industry structure,and ultimately the Xinjiang China's largest ethnic minority autonomous region the sustained economic development and social stability.
