China as a great power should have an economic development strategy that suits a great power. This is the most basic practical condition of China's economic theories and practices. Nevertheless, this practical condition has for a long time been lost in the miasma of neo-classical economic technical analyses. And till now, no systematic, logical theoretical or analytical paradigms have been formed in China.This article aims to examine the history and current condition of China's development, learn development experiences from major countries in the world, try to discover the basic rules and strategic orientations of economic development of great powers and provide advice for China's resurgence as a great power. Paradigms and formulas formed by these efforts, which we may call "great power economics", may become another cornerstone for the development of China's economics study , as well as another cornerstone for China's development strategic practice.Given my professional and previous research experience, the basic method of this study is still mainly empirical, with supplemental standardized studies. However, because of unique attributes of the "great power" problem itself, this research could not reach the so-called "technical" level. Field researches involved in the earlier stage, qualitative analyses involved in the middle stage and interdisciplinary researches involved in the later stage of this study are all reflections of this academic characteristic.Because of the complexity of this study' objectives , the demonstration course of this article is somewhat flexible and skillful. Rather than overly obsessed in economic concepts and models, this article try to focus on three basic questions that all pertain to the essence of the "great power" problem: First, macroeconomic and institutional issues on the macro-level; Second, sectional and regional issues on the middle level; Third, communities and enterprises issues on the micro-level. This forms a research mode that combines upward and downward looking. After that, this article will discuss China's great power development strategy on the basis of international comparison.The basic architecture of this article is divided into five chapters:"Introduction" highlighted the research background, research significance, research content and research methods. This chapter will try its best to summarize and evaluation available materials. This chapter is the usual practice in dissertation writings and I have elaborated this issue in the initial report of my dissertation.Chapter I, "great power and its development strategy" is to further define and explain the research subjects, which is also the hardest part of this study. This part involves basic conceptions such as great power, great power economy, great power strategy, great power economic development strategy that should be clarified beforehand. However, because of the controversies surrounding the great power studies and the nature of the concepts as the stepping stones of this article, 1 will just give the outlines and general descriptions.Chapter II , "macro-perspective on great power's economic development "strives to cut directly into the kernel of the "great power" study from macro and institutional perspectives. The essence of being a great power lies not only on the total amount of economic operations, but also on the quality and structure of the economic institutions. This chapter attempts to discuss four issues concerning government economic management system: the system of government, the relationship between central and provincial governments, economic functions, and administrative divisions. The main aim is to clarify the relationship between decentralization and centralization of power, summarize China's experience in decentralization reforms in the past three decades, and look into the up-to-date trends of this system from an international perspective.Chapter III, "micro-perspective on great power's economic development, " continues to examine from the perspectives of the regional characteristics and market players the inherent mechanism of great power's economy, namely the importance of establishing property rights. The main materials of this chapter are my empirical results by years of field researches in South Jiangsu province, which are typical first-hand research materials. In the case studies, I will discuss the development process of the "South Jiangsu model", analyze the practical disputes surrounding the "South Jiangsu model", examine personal growths of entrepreneurs and reflect on the communal group behaviors of "two-lift" practices. Finally I will compare and explain the micro-phenomenon of the great power economy from cultural perspectives.Chapter IV, "great power economic development strategy in a global vision " evaluates development strategies of four representative great powers, which are Russia, Japan, the United States and India from a global perspective. Other countries' experiences are valuable. Although all great powers have different initial development conditions and development path selections, and the current situation and future scenarios of their developments could be quite different, but there may be some common rules in their strategic visions and plans to become great powers.Chapter V, "China's path to revival as a great power " is the equivalent of the conclusions and policy suggestions of this study, which are comprehensive judgments based on macro analyses , middle-level analyses, microscopic analyses, overall analyses, case analyses, local analyses and international analyses of the previous chapters. Specifically, this part will discuss from the perspectives of economic strategy, political strategy, social strategy and cultural strategy to try to set up a three-dimensional, multi-level great power development strategic model.In sum, this article may achieve a certain degree of theoretical innovation in its subject selection and research paradigm, so that it could make some breakthroughs in great power studies and "Chinese economics" studies. However, taking into consideration of the status quo in this area of research, innovation and breakthroughs may be only tentative and superficial. The so-called academic preciseness may be the main deficiency of this study.
