As a power country, there are some differences between eastern, central and western regions in China in resources endowment、historical tradition、policy、system and so on, where eastern region with the comparative advantage in these elements takes the lead in growth through economic growth effects of industrial agglomeration, and in the process, the eastern region gradually established "leader" status in the country, that is the role of "lead goose" in the "flying geese". At the same time, without the comparative advantage in these elements and the diffusion of related industries, the central and western regions’ economic development is relatively slow, which play the role of "follower" in the "flying geese". In fact, it leads to the economic development gap between eastern, central and western regions widening, and the problem of coordinated development of regional economy also gradually highlights.When the eastern region does not have the comparative advantage in production elements, the level of industrial space agglomeration falls, and the economic growth effects of industrial agglomeration gradually weakens, even negative effects on regional economic growth maybe appear, at this time, the eastern region enters the stage of industrial diffusion. With the transformation of the comparative advantage of production elements, the central and western regions begin to have the comparative advantage of the related elements, and enter the stage of industrial space agglomeration through undertaking the eastern region’s industrial diffusion, which leads to the rapid development of regional economy under the economic growth effect of agglomeration and narrows the gap with the eastern region continually. Meanwhile, the eastern region will form a new round of industrial agglomeration with the other production elements of the comparative advantage, so as to realize the coordinated development of regional economy. Based on this, based on the analysis of the relationship of comparative advantage, industrial agglomeration and regional economic growth, this paper firstly constructs a theoretical analysis framework of industrial agglomeration and coordinated development of regional economies in the "flying geese" model of great power, and explains the formation foundation and formation path of the "flying geese" model of great power. Secondly, this paper regards the development situation of manufacturing industry between eastern, central and western regions in China as the research object, and estimates the formation foundation of the "flying geese" model in China. Then, the change of comparative advantage of labor element as the breakthrough point, this paper analyzes the impact which manufacturing industry agglomeration based on comparative advantage of labor has on regional economic development and estimates the formation path of the "flying geese" model in China. Thereafter, we analyze the dynamic mechanism in the process of the formation of the "flying geese" model in China, and emphatically discuss how the government mechanism better makes the market mechanism do well in the process of industrial agglomeration and regional economic coordinated development. The empirical results show that after the new century, the eastern region has not already had the labor comparative advantage as the "leading geese", and on this basis, the manufacturing industry agglomeration also reflects the negative effect on regional development, that is to say the eastern region needs to form new comparative advantage to achieve industrial upgrading; However, the central and western regions with labor comparative advantage do not undertake the industrial diffusion of the eastern region, which means the lack of related conditions that achieve docking with the "feedback" of the eastern region. According to the above results, we put forward the countermeasures and suggestions which purpose is to promote the formation of the great power’s "flying geese" model in the coordinated development of regional economies in China.
