The western region of china, composed by 12 provincial-level administrations, has the land area of 6.81 million square kilometers and the population of 367million, which account for 71% and 20% of the country (in 2013). The western region is a key point area of national comprehensive development, because it is an area of vast, less-developed economy and unbalanced population distribution. Human resource is one of the most important resources in the 21st century of knowledge economy and economic globalization, while the introduction, development, absorption and utilization of the human resources in the western region are the internal driving forces of economic and social development. However, the different evolution paths of history, sociology, politics, economy and culture have made the human resources development diverse greatly between the west and other regions. There are some advantages about quantity of human resource in the west region, but in terms of value, quality and support, they are still at a low level. Meanwhile, the economy of west region have obtained the enormous development since the implementation of the West Development Strategy. But the human capital contribution is far below the physical capital to the regional GDP, that is to say that the economic development mostly relies on the state’s financial support, so vigorously developing human resources is the inevitable choice of future economy. On the other hand, the 12 western provincial-level administrations are not a homogeneous whole, there are many differences on natural environment, resource distribution, traffic location, demographic characteristics, history, culture and other aspects among these administrations. Therefore, the further understanding of human resources in western regions has a great significance for the economic and social development.Firstly, in accordance with subjects of demography, economics, human science, social security and other disciplines’theories and technologies, according to the principles of the index system, this paper establishes macro-level human resources evaluation index system with four dimensions-quantity/quality/value/support, nine levels and 18 indexes. Then, based on the macro-level human resources evaluation system, by time and spatial analysis, evaluation and comparison of the country, the four regions (eastern, central, western, northeastern regions) human resources’level, this paper analyzes the advantages and disadvantages of the human resources’level in the western region. At the same time, using factor analysis and cluster analysis, this paper identifies the position and role of the western human resources level in the four regions and the country. Finally, the study focusing the perspective on the western interior, by using human resources evaluation index system, factor analysis and cluster analysis, this paper evaluates, sorts and classifies the level of human resources of the western regions in 2000,2005 and 2010, to deeply analyze the regional differences and spatial patterns of western human resources level and forecast the development direction, space, and trend of the western human resources level. This paper concludes that the current human resources development in the western regions in our country presents multiple problems such as complexity, diversity and urgency, and to effectively and reasonably utilize regional human resources should focus on the need for multilateral coordination and overall planning.
