Recently, the trend of economic globalization is becoming increasing evident, tariff barriers weakening gradually at same time. All this is not bringing trade protectionism fading from us, but it is impeding the global import and export trade by means of non-tariff barriers, on the contrary. Technical Barriers to Trade (TBT), owning to its characteristics of concealment, rationality, flexibility, etc, are becoming the main form of non-tariff barriers in recent years. Facing this current situation, China, a developing country that just entered the WTO, not only should adapt the international trend, but should also strengthen the understanding of the TBT, so as to better promote the development of international trade in a healthy and harmonious way.At first, this paper describes the origin and evolution of TBT, summarizes the characteristics and forms of TBT, and does researches on motivation of TBT formation by general analyses, involving technological, political, social and economic factors, after arranging and inducting a large amount of achievements about TBT at home and abroad. Secondly, there is a comparative analysis on TBT practices between representative developing and developed countries, summarizing the north-south differences, causes, and the future development trend. Then, the paper explores TBT's double economic effect international trading, both importing and exporting. It further explains TBT's four action mechanisms in detail, namely: quantity mechanism, price mechanism, composite mechanism, and dynamic loop mechanism. Afterwards, using the panel data of 29 provinces nationwide (municipality cities and autonomous regions), it presents an empirical analysis on the effect of TBT on international trade, especially taking Jiangxi province as a particular example. Next, setting up two game models, one for both sides of international trade, another for domestic economic groups, a thorough explanation is presented concerning the dynamic factor about the TBT formation. Finally, combined with the results of qualitative and quantitative analysis, this paper puts forward related suggestions from varying perspectives of macro (government), medium (industries) and micro (enterprises) angle.Main innovative points in this paper are as follows:(1) Analyzing the trade effect of TBT systematically and comprehensively. By carding historical evolution of TBT, this paper analyses TBT's negative and positive effect on both sides of international trade, in order to avoiding one-sidedness of traditional understanding; (2) Studying on motivation of TBT formation by application of game analysis. This paper enriches research connotations in its cunent field because there are two angles about game models respectively from both sides of international trade and from different groups in the country setting TBT; (3) Interpreting the relationship and mechanism between one-way effect of TBT and international trade. Traditional analysis places emphasis on one way effect of TBT on international trade. This paper does dialectical analysis on mechanisms of TBT at a bidirectional level from multi-view, such as quantitative, price, composite and dynamic loop mechanism; (4) Doing empirical analysis on the base of panel data of 29 provinces nationwide (municipality cities and autonomous regions), especially taking Jiangxi province for example. The paper proposes pertinent policy suggestions among government, industry and enterprise.
