The Research On The International Trade Barriers To China Poultry Products

Agriculture has played a very important role in China from ancient times till nowadays, and the international trade of agricultural products is driving the development of China's national economy as a pillar industry. In recent years, with the enhancement of China's comprehensive strength and the rise of China's international status, people's living standards are increasing and consume attitudes are gradually changing. People not only pursue the quantities of food, but pay more attention to the qualities of food. Compared to cattle, sheep and pork, poultry products fit the trends of consumer demands in future because of their nutritional value, such as high protein, low fat and low cholesterol. As a result, the international trade of has developed very fast, and has been becoming more and more important in the international trade of agricultural products. Now Poultry industry is a new and stable economic growth point of Agriculture.Since the 1990's, the demand for poultry products has increased significantly in China, poultry industry developed rapidly. Poultry products has become the second largest kind of meat in domestic(the first largest kind is pork meat), and our country's output of poultry products is also the second largest in the world(the first one is the United States). Because of the huge demand for poultry products in domestic, the progressive realization of China's accession to the WTO tariff reduction commitment, and the impact of foreign poultry products, China has became a big country of poultry products'imports and the need is increasing year by year. However, at the same time, China's exports of poultry products can not be as optimistic as the situation of imports. Food safety issue has been the'stumbling block'of Chinese products'exports. Developed countries use their advanced technological advantages, such as the increasingly stringent technical standards, inspection and quarantine procedures and certification systems and so no, which called technical barriers to trade as their means to protect domestic poultry industry. These have became a serious obstacle to China's exports of poultry products. Our country's relevant organizations, departments, and enterprises have been adjusting policies and standards, improving endogenous technical trade measures to deal with technical trade measures of developed countries, and to address the obstacles encountered in their poultry products'export.What effect will the developed countries'technical barriers to trade work of China's poultry products'exports? What effect will China's internal technical trade measures influence the export of poultry products? Which are the factors that affect China's exports of poultry products? And faced of trade protectionism which caused by financial crisis, how to join China's government and enterprises together to overcome technical barriers to trade and to resist the risk of poultry products'export? These are all the problems that needed to be of concern in future development of China's poultry industry.In this paper, we break through to consider the influence to China's export of poultry products which caused by developed countries. First of all, we summary the international trade barriers that our poultry products encountered in recent years, which resulted that technical barriers to trade (TBT) is the most important types to our poultry products. Secondly, we divide trade barriers into two sides- endogenous trade barriers which caused by domestic and exogenous trade barriers which caused by foreign countries to analyze the effect to China's international trade of poultry products, and use law comparative, empirical analysis and case study together to measure the impact of TBT to our poultry products. After studying the technical trade measures of developed countries, we also compare with Chinese trade measures from aspects like the development of the status quo, the gap between the major developed countries, and its impact on China's'trade. In order to make an intensive study of the causes that our poultry products encountered technical barriers to trade, we use the questionnaire forms to China's leading poultry companies to find out the reasons. Finally, based on the above analysis, we provide corresponding countermeasures and suggestions for the Chinese government, enterprises and industry associations.
