Study Of Population, Resource And Environmental Constraints Of The Urban Housing System

Based on the following four reasons,the paper launched on China's urban housing system studies.First,solving the housing problem in China faced with constraints coming from population,resources and environments. Chinese non-balanced housing market and mechanisms can not solve the housing problems.The second,with new path dependence,China's city housing system and the basic direction of the reform path is necessary to re-positioning.The third,considering the market problems,government regulations will be written into the new agenda on China's urban housing market.The fourth,establishing and implementing the Chinese urban housing security system is a long run.This article focus on three basic theoretical issues.Firstly,using the basic principles of Marxist dialectical materialism and historical materialism, combined with the basic ideas of Institutional Economics,establishing the basic analytical framework on the path of the housing system,based on the dependence between technology and technology,enriching the theory of institutional change and transformation research on economic theory. Secondly,using the basic principles of microeconomics in terms of land resource constraints,demonstrating the basic characteristics of the housing market,correcting the theoretical ideas which solving the housing problems by extremely market mechanism,and discussing the government intervention in the market,enriching the housing market microstructure regulation theory. Thirdly,using the basic principles of welfare economics,establishing the basic theoretical framework on comparative analysis of housing welfare system,providing a theoretical foundation for China housing welfare system innovation,proposed the connotation and extension of housing welfare system catering for the Chinese housing conditions,enriching and developing the housing security theory.This article focuses on solving four practical problems.Firstly,the trend of housing system reform.In this paper,I have studied the evolutional characteristics of China housing system reform,analyzing the path-dependent of changes in the evolution of the of an analysis of changes in the housing system of China housing system reform,providing a practical method for urban housing system reform and selection of urban housing system reform innovation.Secondly,establishing suitable housing production and consumption system for China's current situation.In this paper,I try to use the basic principles of system dynamics through the SD models and data analysis,discussing the constrains on housing systerm in China by population, resources and environments,proposed sustainable housing production and consumption system.Thirdly,strengthening the regulation of the housing market.In this paper,I have analyzed various reasons of market failure on urban housing system,based on the principle of equity and efficiency, proposed the suggestions of combination of government regulation and deregulation.Forthly,establishing and improving the housing security system in China.In this paper,I have studied China's housing security system, responded to the goals and the idea of basic living necessities and housing security proposed on the Seventeenth National Congress of the Communist Party of China,proposed practical suggestions on establishment and improvement of China housing security policies.
