In order to solve the housing problems of low-income urban families and migrant families, and promote the development of the new type of urbanization, housing subsidy system need to be established and improved. After the housing system reform, Chinese government has established a multi-level housing subsidy system, including the affordable housing program, low-rent housing program and public rental housing program, which has addressed the housing problems of many low-income urban families. However, housing subsidy system gradually exposed many problems in the course of practice. Such as, this system prefers the purchase of housing to rental housing, and its accession standard is neither complete nor scientific, and different subsidy modes are not fair and interchangeable, and its subsidy standards cannot be dynamically adjusted at a lower level, and its subsidy is spent on non-housing consumption, and so on. These problems lead to unreasonable allocation in housing subsidies, distorting the fairness and efficiency of housing subsidies, hindering the sustainable development of the housing subsidy system. Based on equal housing public services and allocation in housing subsidies, China needs to build the rental housing subsidy system and to enlarge the coverage of housing subsidy, to realizing the Chinese Dream of the residents having the affordable accommodation. Currently, Chinese government is trying to build the rental housing subsidy system as the main type of public rental housing through merging the program of low-rent housing and public rental housing. After this merger, it is particularly urgent and important to analyze the accession standard and the coverage, to choose a suitable subsidy mode and standard, and to build a rental housing subsidy system. Therefore, this paper starts with evaluation the effects of Chinese housing subsidy policy from three aspects by using survey data of the low rent housing tenant, which are housing consumption, labor supply and housing satisfaction. And then, based on the principle of equity and efficiency, this paper analyzes the subsidy modes and standard and the coverage of housing subsidy through building housing subsidy efficient and equitable function. Finally, this paper develops a new policy framework of housing subsidy system from four respects, which are accession standards, housing types, subsidy modes, and property rights, and proposes several suggestions on the improvement of housing subsidy system in China.The main contents of this paper are as follows:Firstly, the existing research literatures review. Based on reviewing comprehensively the existing research literatures on housing subsidy of China and other countries, this paper points out the purpose, ideas, content and methods of this study, and identifies the inadequacy of existing literatures and contributions of this study.Secondly, the theoretical analysis on housing subsidy policy. After defining the meaning of housing subsidy studied in this paper, this paper introduces the existing housing subsidy policies, and then presents several theoretical bases of housing subsidy, and finally analyses the effects of housing subsidy on housing consumption and labor supply.Thirdly, the historical evolution and problems of Chinese housing subsidy policy. After reviewing the background, aims and contents of housing subsidy program issued at all stages in China, this paper tries to find out the evolution path of housing subsidy policies via comparing the difference among the polices of different stages, and then analyzes the main problems existed in Chinese housing subsidy policies from subsidy modes, access standards, subsidy standards, and exit mechanisms.Fourthly, the statistical analysis on the effect of housing subsidy policies. This paper starts to introducing the survey data and housing subsidy policies of five cities in Hubei, and then analyzes the effect of housing subsidy policies on housing consumption, non-housing consumption, living space and employment of tenants who got housing subsidy, and finally evaluates the effect of housing subsidy policies from the release, implementation and exit status of housing subsidy.Fifthly, the empirical analysis on the effect of housing subsidy policies. This paper uses the survey data of five cities in Hubei, to measure the effects of housing subsidy policies on housing consumption through using Tobit model, and to measure the effects of housing subsidy policies on labor supply and check whether there is a welfare trap of the current policies through using Probit model. In addition, this paper also uses the survey data of the residents in Wuhan, to evaluate the satisfaction of housing subsidy policies and find out the main influence factors of satisfaction through using the Order Probit model.Sixthly, the study on the subsidy modes, standards and coverage of housing subsidy policies. This paper starts to subdivide the demand side policy into income support subsidy policy and price support subsidy policy, and compares the choice behavior of tenants under different subsidy modes by using the consumer choice model. Then, this paper evaluates these subsidy modes by using living space and welfare indicators, and finally builds the housing subsidy efficient and equitable functions according to the principle of equity and efficiency, to determine the subsidy standards and coverage.Seventhly, the construction of housing subsidy system. After defining the aims and principle of housing subsidy, this paper develops a new policy framework of housing subsidy system from four respects according to the above conclusions, which are accession standards, housing types, subsidy modes, and property rights, and proposes several suggestions on the improvement of housing subsidy system in China.Eighthly, the conclusions and suggestions of this study. After summarizing the conclusions of the theoretical and empirical analysis on housing subsidy, this paper proposes several suggestions on the improvement of housing subsidy policies implementation and housing subsidy system.The contributions of this study:(1) Based on the current situation of housing subsidy in China, this paper analyzes the change of housing consumption of tenants who obtained housing subsidy, and uses the survey data to measure the effects of housing subsidy policies on housing consumption through using Tobit model for the first time. (2) This paper analyzes the change of income of tenants who got housing subsidy, and measures the effects of housing subsidy policies on labor supply through using Probit model and checks whether there is a welfare trap of the current policies through adding the variable of eligible. (3) This paper subdivides the demand side policy into income support subsidy policy and price support subsidy policy, and compares the choice behavior of tenants under different subsidy modes by using the consumer choice model, and evaluates these subsidy modes by using living space and welfare indicators. (4) This paper builds the housing subsidy efficient and equitable functions according to the principle of equity and efficiency, and the optimum subsidy standard is be solved by using the housing subsidy efficient function, and the suitable subsidy standard is be solved by combining the housing subsidy equitable function, and finally determines the subsidy coverage combined with government fiscal affordability.
