In order to regulate the valuation activities of water conservancy construction works, gradually integrate with international practice, and participate in the more serious international market competition. In April 2007, The Ministry of Construction and AQSIQ jointly issued the national standards code of valuation with bill quantity of water conservancy construction works(GB 50501-2007), the code began to implement from July 1, 2007. This is an important turning point of our water conservancy project cost management; this marks the quota valuation model change to the valuation with bill patterns, also marks the water conservancy project cost management is gradually integrate with the international practice, this is a new milestone of our water conservancy project cost management reform.The valuation with bill patterns is a new initiative in the cost management field, its implementation needs a wide range of support and reform, the evaluation system reform and innovation is one of a very important aspect of. In view of this, this paper carried out the evaluation system innovative research work. This paper analyzes the status of the evaluation system and pointed out the current evaluation system problems, Analysis the main factors of the tendering assessment work, the paper close contact bill counting norms, combine the characteristics of water conservancy projects, Established the water conservancy project module evaluation index system constitute by four indexes module, the tender offer, the level of construction technology, quality and credibility of the contractor and project implementation team. The Evaluation system objective evaluates the bidders from different angles and full range, lets the winning conditions changes from a single factor to the combination of factors. A multi-level bid decision-making model based on fuzzy mathematics theory and analytic hierarchy process (AHP) was established. This paper presents the water conservancy project evaluation system composed of the whole process of evaluation of technical measures, evaluation measures and long-lasting all-round credit monitoring mechanism. The research purpose is to protect the interests of the clients and bidders, to maintain the normal order of the competition, reflect the"open, fair, just"principle in bidding work of water conservancy and hydropower projects.
