Tendering has been introduced in our country's construction as an advanced, standardized trade operation way for a history of nearly 30 years. It broke traditional planned distribution mode used for many years, and made prominent economic benefits and social benefit. But at the same time with constant development of market economy, many questions were exposed in the process of tendering. And application of information technology can improve openness and transparency of tendering, and help to build tendering environment of " openness, justice and fairness, and honest and trustworthy ".As the first stage of e-tendering system actualization, adoption is very important. But I find the search on the e-tendering adoption of construction enterprises is not systematize, and there is not a decision-making model used by these enterprises.This paper should combine both theoretical exploration and demonstration analyses. Based on the "TOE" framework,which is employed in the technology adoption widely, this study constructs the framework according to the construction enterprises' actuality. Three dimensions, technology characteristics, organizational characteristics and environmental characteristics, are included for the empirical study. Firstly, this paper gets 15 factors based on three dimensions. These fifteen factors are relative advantages, complexity, compatibility, firm characteristic, enterpriser informationization stratagem, top manager support, human resource support, relation of competition and cooperation, and government support. Firm characteristic include four factors: ownership properties, firm size, firm scope and establish time. Government's factor includes three respects: legislate, the government supervises and government's information-based strategy. Finally, a hypothesis analysis is used to investigate important factors influencing degree of e-tendering system adoption. The results suggest that:(1) Ownership property of organize characteristic has prominent differences to e-tendering system adoption motivation. Other three items do not have a prominent difference. (2) Except organize characteristic, of other 11 factors complexity doesn't have prominent relation to e-tendering system adoption motivation. And the others have prominent positive correlation.(3) This research model has been validated. From analyzing the research conclusions, we can say that the research model in this paper not only has the theories value, but also even has the profound and realistic meaning because of its scientificity and rationality.
