Study On The Formation Mechanism And Evaluation Of Modern Industrial System Of Urban Agglomeration

The 21st century is the century leading economic development of Urban Agglomerations. The division of labor, cooperation and competition between urban agglomerations will decide the future world competition. The role of urban agglomeration is measured by the industrial structure in the country and Industrial system in the position of the global system. Reviewing the New York urban agglomerations and Tokyo urban agglomeration, their industrial structure presents that service becomes to the main industrial, traditional manufacturing is replaced by the central city of urban industry and the different cities in the urban agglomerations forms in different industries and functions. And it can turn into the great competition. Compared with the main urban agglomerations in the world, our urban agglomeration economy development relies mainly on the second industry. And the industrial structures of the cities are to be the same. But the resources of urban agglomerations can not be integrated effectively and have low efficiency of resource allocation. The industrial structure is optimized or not, industrial layout is reasonable or not and the industrial international competitiveness is high or not are related to the comprehensive competitiveness of urban agglomeration.Constructing urban agglomeration's modern industrial system is an effective way to solve the current problems in the economy development, realize the coordinated development of regional urban agglomeration, and improve the international competitiveness, response increasingly fierce competition. Hu Jintao's report delivered at the 17th National Congress of the Communist Party of China (CPC) on Oct. 15, 2007 makes a modern industrial system development strategy according to China's economic structure existing prominent problems and clearly show the direction to promote upgrading of the industrial structure and establish modern industrial system. The Decision to Speed up the Construction of Modern Industrial System which is enacted by Guangdong provincial committee and government on July 2008 further clarified a modern industrial system development goals, main frame, key carrier and security measures. The Pearl River Delta Region Reform and Development Program (2008-2020) put forward the modern industrial system of high-level industrial structure, industry development cluster and high-end industrial competitiveness".Basing on the analysis about the interactive mechanism between modern industrial system and urban agglomeration, this thesis researches on the fusion mechanism, the concentration and diffusion mechanism and the three-force balance mechanism through building the evaluation index system of the urban agglomeration modern industrial system to propose some countermeasures, suggestion and implementation for the structure of the urban agglomeration modern industrial system. In order to accelerate transformation of the mode of economic development of urban agglomeration and promote upgrading of the industrial structure of urban agglomeration, it has the important practical significance. The article uses synthetically some theories and methods such as regional economics, industrial economics, economic geography, ecology and statistics and so on, adopts many analytical methods such as system analysis, dynamic analysis and model analysis, combines the relevant theory of the urban agglomeration development with the construction of modern industrial system to combine the quantitative research and investigation with the system analysis and reasoning analysis. Taking the three urban agglomerations in China as a starting point, the paper analyzes the developed degree of modern industrial system of the three urban agglomerations and finds out each factor in order to propose countermeasures and suggestions for the different advance modes of modern industrial system of the three urban agglomerations.The research content of this thesis is divided into nine chapters: The first chapter explains the source and research background of the issue, makes clear the research goal and research significance, compares the relevant theoretical research at home and abroad and gives the research content and research approach; The second chapter illustrates the connotation and component of modern industrial system, builds the 3D model of modern industrial system, concludes the fundamental principle and design principle; The third chapter discusses the interactive mechanism between modern industrial system and urban agglomeration basing on the analysis about the structure and function of urban agglomeration; The forth chapter, fifth chapter and sixth chapter discourse the formation mechanism of the urban agglomeration modern industrial system from the fusion mechanism, the concentration and diffusion mechanism and the three-force balance mechanism; The seventh chapter constructs the evaluation index system of the urban agglomeration modern industrial system and proposes evaluation method; The eighth chapter with the three urban agglomeration in China for example evaluates the developed degree of modern industrial system of the three urban agglomeration from coordination, concentration and competitiveness, calculate indexes of modern industrial system of urban agglomeration: Pearl River Delta urban agglomeration 27 scores, Yangtze River Delta urban agglomeration 23 scores, around Bohai sea urban agglomeration 18 scores, and it uses CCR model of DEA to analyze six combinations of 3D, the result of developing modes of modern industrial system of three urban agglomerations is: Pearl River Delta mode of competition index oriented, Yangtze River Delta mode of concentration index oriented, around Bohai sea mode of coordination index oriented;The last chapter sums up the research conclusions and its innovations, points out its shortage, and looks forward to the development trends of modern industrial system of the urban agglomeration.
