With the rapid development of China's economy, it's necessary to raise the level of urbanization, improve the workforce proportion of industry and information industry, and reduce the proportion of the rural labor force for the modernization of China. Rural labor transferring is an important approach to building a new socialist countryside, improve peasants'incomes and develop the rural areas as it can speed up China's urbanization, industrialization and informatization while it will help ease the reality conflicts that China's rural people are short of soils at the same time. However, the migrant workers from rural areas have a lot of problems in work, living, and self-quality improving in urban, which is hampered the transfer of rural laborers and urbanization process. How to enhance the migrant workers from rural areas of their own qualities and the quality of life and promote a smooth transfer of China's rural labor force and employment are currently dire practical problems to implement scientific concept of development and build a harmonious socialist society. In this paper, we create an analysis framework unified by instrument and value and we use the framework to do some research on human resource capacity for the migrant workers from rural areas according to theory of capability put forward by the Nobel Economics Prize winner Amartya Sen, which can give some theoretical and practical reference for the rural force transfer in our country.We review the related research on rural labor transfer and human resources capacity. Then we analyze the reality of transformation of China's society and the migrant workers from rural areas. We also review the related theories of human resource capacity. According to the actual demand for transformation of the migrant workers from rural areas, we put forward a theoretical analysis framework unified by instrumentality and valuablity. We incorporate human resource capacity of the migrant workers from rural areas into this theoretical framework in order to construct our analysis framework, which settles our theoretical foundation.Combining related statistical data, we analyze the overall status of the rural migrant force resource. Based on the theoretical points of unlimitedness and limitedness prescript for human resource capacity promotion, we use qualitative methods such as literature review, participatory observation and interview to analyze current human resource capacity status for the migrant workers from rural areas in our country at the present stage. Aiming at their working conditions, living conditions, dilemma in inosculating urban life and constrain for capacity promotions, we discuss the constraint conditions for human resource capacity promotion for the migrant workers from rural areas in our country at the present stage. Base on these, we establish an index system of human resource capacity for the migrant workers from rural areas, which includes living capacity, dignity capacity, inosculating capacity and self-developing capacity according to refer outstanding capability comparison put forward by Sen in his theory of capability as well as existing theoretical preconditions and some principles on index system construction. Our index system has four secondary indices and thirty-six third indices. After questionnaires investigation and data collection, we use factor analysis method and multiple linear regression analysis technique to commit an empirical analysis in which we analyze the structural relationship of human resource capacity for the migrant workers from rural areas.We use the statistical data and some mathematical model to measure contribution of the migrant workers from rural areas. Then we analyze the institutional exclusion to the migrant workers from rural areas in urbanization according to government public fiscal input and institutional exclusion in urban society. On the basis of their specific behavior when they surfer from the institutional exclusion, we establish the function relationship between institutions and human resource capacity of the migrant workers from rural areas, which can be used to analyze the negative influence on human resource capacity of the migrant workers from rural areas by some discriminational policies based on management system for household registration, such as employment policies, education policies, social insurance policies and medical policies based on .We put forward a path of human resource capacity promotion for the migrant workers from rural areas from capacity motivation producing to capacity preparing then to capacity realization and then to capacity feedback and finally to capacity promotion. We also plot a flow chart describing human resource capacity forming for the migrant workers from rural areas. Based on the corresponding measures on this path and the institutional exclusion, we give some advices to promote human resource capacity from two views. One is the view of the reliability that our urban government and society should take and the other is view of the self-effort the migrant workers from rural areas should make. We also emphasize the timeliness when the policies are established.
