Being in a transitional period, Rural Migrant Workers Issues are the point of intersection of multiple social contradictions in the current China. In substance, there are treble weaknesses in front of rural migrant workers stratum that are capability weakness, market weakness and system weakness. As the inner subjective reason, capability weakness is the key and substance to resolve Rural Migrant Workers Issues. During the Eleventh Five-Year Plan period, our country has been experiencing the critical time when Per Capital GDP is increasing up to 3000 U.S. dollar from 1000 U.S. dollar so that our government has readjusted the policy orientation for economic and social development and regarded Human Recourse Development as one essential Development Strategy, which has provided the correct train of thought to settle Rural Migrant Workers Issues. From Human Resource Development angle, the general way of strengthening capability for a labor is to raise his human capital storage by carrying out some feasible human resource development practice.At present, there are several institutional and economic development hindrances in human recourse development of rural migrant workers stratum. According to the feasibility analysis, we could find that these development hindrances focus on the following aspects, such as hysteretic rural education, incomplete job training, indifferent development consciousness, low economic income, absent social security and so on. For rural migrant workers stratum, the severe current situation that illiterate and functional illiterate exist at the same time makes our human resource development task exceptionally difficult and pressing. In addition, the new changing situations from economic restructuring as well as regional economic development bring up new requirements for our human resource supply. However, the better turning point still can be supported by the adjustment of Chinese government management framework and the design of new socialist countryside together with interrelated policies and laws putting into practice.In connection with the current situation about capability and cultural qualities of rural migrant workers stratum, the cost-and-benefit analysis on human resource development is performed at the microcosmic level. Through the demonstration investigation and quantitative analysis on rural migrant workers group in Qingdao City, we could come to the conclusion that compared to other exogenous variables, age and education two variables have the most remarkable and universal influences on their incomes, and there is a clear characteristic that education's influence would fade away with age increasing. It is the economic representation that reflects rural migrant workers stratum's low human resource development degree. Subsequently by model and regression analysis, we could foresee that with the education level's further increasing of Cenozoic Era rural migrant workers group, education is sure to become the chief factor to determine their employment and incomes. It coincides with the progress law that economic status should be determined by human resource development degree.With the advancement of urbanization and industrialization process, rural migrant workers stratum is becoming the necessary strength for promoting national economic construction as well as the comparative advantage for burdening world industrial transfer. As a result, carrying out rural migrant workers stratum's human resource development practice would not only have bright prospects but also be imperative and required by circumstances. In order to construct macroeconomic mechanism for the purpose of rural migrant workers stratum's human resource development, we should take effective measures to adjust Chinese government management framework, revolve around job training core system, promote rural area vocational education as well as social security and regulation system step by step as a whole, focus on the consciousness of human resource development, construct an equal and harmonious social culture surrounding, form an open and unified human resource market, and remove the urban-rural dual management institution obstacles with the leading of Chinese government. Finally, all of them are the inner meaning of promoting China into a country with abundant human resource from a simple populous nation.
