The regional economic competitive power of counties (cities) direct under Ili Prefecture of Xinjiang is composed of influencing factors like locational capacity, resource endowments, infrastructure, human resources, science & technology, economic capability, enterprise management, industrial structure, ecological environment, regional management, opening to the outside world, institutional improvement and cultural innovation. The dominant economic features are mining, tourism and characteristic agriculture, with a distinctive advantage of mega-agriculture and huge potential for tourism industry. However, generally speaking, the resource advantages are far from being transferred to industrial and economic advantages sufficiently owing to the weak economic base and regional economic competitive power, imbalanced ecological environment, slow market growth, shortage in human resources, weak capability of technology transformation, instability of economic development, a lack of core competitiveness of enterprise and industry, poor management systems, and an absence of regional culture innovation. On the contrary, the regional advantages include the locational superiority and the resource superiority, among which the biggest advantage lies in its geographic location, and the most competitive conditional factor is the open door policy.Therefore, what should be done first are relying on the advantages of geographic location, making full use of"two markets and two resources", implementing opening up strategy in full operation, trying our best to construct a new prospects of opening and developing the western region, raising prestige and sharpening competitive edge. Afterwards, measures should be taken to put distinctive resources transformation into effect, accelerate the process of agriculture industrialization, advocate the characteristic agriculture, push the industrialized construction forward, form a new path of industrialization with Ili characteristics, prioritize characteristic tourism, and speed up the development of tertiary industry.
