Study On System Organization Technology Of Regional Connection

Regional connection refers to the interrelation between two or more than two regions or countries,in which way,the harmony of the whole system is achieved in the process of complementary superiority and reasonable distributed resources.With the development of frequent communication among regions,regional connection is implemented in a much wider and further way to adapt to strategic development and organizational cooperation format.During the process of regional connection,it is required to make a research on the way in which regional systems are organized to bring each function into play and to fully display the whole function.Therefore,regional connection is a problem on system organization in nature,including self-organization and hetero-organization.The dissertation aims to do research on system organization technologies of regional connection.According to causation,state and programming of regional connection,system organization technologies on motivation design,state recognition and decision-making are given the first priority.By the analysis of several key technologies of system organization,a set of system organization technologies and methods are found out in order to carry out regional connection effectively.System organization consists of self-organization and hetero-organization.Therefore,the analysis on the inner mechanism and motivation of system organization should be the first concern,and then the state identification of system organization comes the second;the programming and decision-making of system organization will be done at last.The motivation of system organization is analyzed based on self-organization theory, and a research is made on the motivation design technology of system organization.The link model of organization network formation has been put forward because the process of self-organization can be described by network formation.According to the analysis,it can be concluded that the motivation of system organization is a result of the competition and coordination of differences.Besides,self-organization network can display the flow.Thus, the input-output matrix of multiple-nodes network can be constructed based on input-output method,and then the node or system correlation degree is defined;in this way,the correlation compact degree of each node through flow will be shown.It is also elaborated that organization division and cooperation has self-organization,which is beneficial for complementary advantages and for enhancing the whole function of system organization.A research on state recognition technology is made in order to evaluate superior and inferior conditions of system organization in the process of regional connection.Based on the analysis of system organization process,the observation index of the system organization state is constructed based on system theory,which refers to four indices including correlation degree,division degree,disparity degree and global development degree.Besides,a quantitative testing will be made on these indices,and it shows that the industrial distribution of the global area is the regulating direction of regional connection.The decision-making technology of system organization is analyzed from the point of planning.The multi-object structure model of system organization is proposed based on an analysis on multi-object characteristic of regional connection.Taking the interests of the decision-maker into consideration,the organizational objects,decision variables,objective functions and restricted functions are determined.Different priority and weights are set to organization objects,and three different schemes are established to serve for decision-making of system organization.Take the regional connection of Huanggang city and Wuhan city as an example,the above problems will be applied to the specific model.It proves the efficiency of the staterecognition technology and decision-making technology of system organization in the regional connection,and the corresponding policies and suggestions are put forward.This dissertation is based on regional connection.The research on its system organization technologies and methods is not only practical for the scientific planning and decision-making of regions,but also valuable for the exploration of a set of system organization technologies and methods.
