Research On Strategic Position And Its Operating Mechanism Of Comprehensive Agricultural Development

As great importance has been put in"three-dimensional rural issues"by The Central Government in recent years,which applied the balance urban and rural development polices on investment. the resource-extraction model relationship of urban between rural has at last been broken up, and country have changed its polices into more supplying and less taking away from rural. It was difficult to cure completely serious and prolonged illness of"three-dimensional rural issues"in a short term, and problem-solving of three-dimensional rural issues could be carried out with comprehensive polices and specific measures.The Comprehensive Agricultural Development was a Scientific Outlook on development polices to solve three-dimensional rural issues, which has brought about a great benefit of economic, social and ecological in last twenty years. As the Comprehensive Agricultural Development strategy has been put up with a special term for the safety of national foods, its strategy position and operating mechanism were not adapted to modern situation ,which inverse restrict the potential advantage of strategy in a low degree. Consequently, how to redefine strategic position of The Comprehensive Agricultural Development was a major issue for government at all levels.Based on Economic Growth Theory, quasi-public goods theory, strategic management theory and system operating mechanism theory, the thesis adopted several analytic methods which linked theory with investigation, combed real diagnosis analysis with standard analysis. Moreover, Using Overseas Experience of the comprehensive agricultural development and confirming to the WTO rules, the paper concluded the system advantages and the problems, especially their roots in strategic position and its operating mechanism. In the end, an induced-servicing model of strategic position was put forward that was a transition from mandatory-planed model, along which corresponding polices were envisaged.The main results of this thesis can be briefly concluded. First, The Comprehensive Agricultural Development was a Scientific Outlook on development polices to solve three-dimensional rural issues, which confirmed to the WTO rules. Second, there were many unfitness between mandatory-planed model of strategic position and its operation mechanism and development reality and trends of Socialist Marketing Economics; Third, a transition from mandatory-planed model to induced-servicing model of strategic position is need. Fourth, corresponding polices of operating mechanism should be completely set upd.There were two new and original aspects in this paper. First, aimed at the present existing problems, an induced-servicing model of strategic position was put forward, which were composed of three core contents: (1)Strategic goal of Comprehensive Agricultural Development should be converted complementary policy into core principles to solve three-dimensional rural issues;(2) The Orientation of the objective position should pay more intention to quasi-public goods than to private goods in Comprehensive Agricultural Development system;(3) The subjective position ,which were dominant by central government, were supported negatively from local government, and peasants were involved passively in ,should turn to a new situation where peasants will be the real principal participants, whereas central government only play an actor as guide and local government are dominant in development process.Second, the operating mechanism Comprehensive Agricultural Development Strategy was raised which fit for innovational strategic position. The innovative model of strategic position can not be put into practice unless there existed an adopting operating mechanism. According to theories and reality of market-oriented economy as well as its trend, the author have brought up several proposals of planning mechanism ,investment mechanism, tech-servicing mechanism and industrialized operation mechanism, which , for instance, included integrity of organizational structure of bureau of comprehensive agricultural development , institute lottery , issue of local government bonds and formation of agriculture technician share-holding system for comprehensive agricultural development.
