"Food is god for the people ,the food makes safety a priority " .In recent years ,as quality safety questions of agricultural products are generally paid close attention to by the society and the trade competition of agricultural products on the international trade one is fierce day by day .It seems particularly important to how to improve the quality safety management level of agricultural products, set up and amplify the quality safety of agricultural products to examine and measure . The agricultural product quality safety in Hunan Province examines and measures the system comparing with other advanced province and city ,still lags behind relatively .So, To build a science ,high-efficient inspection and measure the system and operating mechanism, has already become task of top priority of supervision of quality safety of agricultural products in Hunan Province.This text has studied the agricultural product quality safety in Hunan Province and examined the system of measuring and built the current situation conscientiously through a large amount of census data, has analyzed the existing problem especially explained the operating mechanism of the system especially in chapter four ,analyzed the operating mechanism obstacle deeply, has not merely analyzed in terms of economics that measures the impact on producer and government's administrative department of the cost,and has analyzed the information asymmetry according to the game theory principle,also utilized the ethics theory to announce that the system operates the morals risk question contained of back,and has taken "day lily incident " as an example and carried on case study.On the basis of drawing lessons from advanced management mode and method both at home and abroad ,direct against the question that Hunan Province exists in the real work at present .The text has put forward objectives ,system form ,new-type one examines and measures the system and operating mechanism.
