Study On Evaluation System Of Energy Security And Policy In Our Country

Energy is essential to human survival,social progress and economic development. Along with China's rapid economic development, urbanization speed, the energy shortage problem is becoming increasingly serious and energy security problems stand out. Energy security is an important part of the economic security and influence national security importantly. energy security is related to China's economic development, the comprehensive construction well-off society's important realistic problems. How to evaluate the status of China's energy security scientifically and put forward feasible ensure energy security policy is a major realistic problem related to our economic health and rapid development and the comprehensive construction well-off society .This thesis contains seven chapters, which goes along with the logic thinking:" influence factors analysis-energy security evaluation- energy security strategy game- security countermeasures study". The introduction recommends the current research background,significance, research status,the technical route and research methods.The second chapter analyzes the influence factors of energy security. On this basis, the third and fourth chapters respectively design the energy security evaluation index system,study the evaluation methods of energy security and evaluates the situation of China's energy security empirically. Aim at the core factors of energy security-international import, chapter five analyzes the sino-foreign energy game from the angle of international energy security strategy. On the energy security evaluation and game, the sixth chapter puts forward a series energy security safeguard measures for our country. Chapter seven is the conclusion, summarizes the text. This article attempts breakthrough from two aspects-content system and methodology,the main innovation point reflects in:First, based on the latest progress of energy security study both at home and abroad, study the connotation of energy security, the paper gets the low carbon, climate change and other new energy security influence factors. Comb the traditional and new affecting factors afresh, analyzes each factor's mechanism to energy security, highlighted its times. Aiming at the new energy security situation, the paper innovates the energy security evaluation index system and evaluation method by combining the analytic hierarchy process (AHP) and fuzzy comprehensive evaluation. Through an empirical study of energy security in our country, the conclusion display that our energy situation is basic safety, which verify the correctness of the evaluation method.Second, oil safety is the core of energy security, supply shortages is the core of oil safety. Obtaining overseas oil is the important means to solve the problem. Aiming at how to get energy from the international market, this article analyzes all kinds of subjects in world energy markets we are facing. According to the developed and developing countries in importers, OPEC and non- OPEC in exporters, the paper selects reasonable and typical conflict object respectively in game analysis. In order to get the country's long-term energy security, the competition won't be long, cooperation will be the win-win pattern and the development trend of world energy relationship.Third, based on the evaluation and game, through the international comparison of energy security policy,the paper puts forward a package of measures for china energy security ,summarizes and innovates China's energy security guarantees the policy choice from different levels.
