Study On Two-Oriented Agricultural Production System Around Dongting Lake District

Agriculture is the most closely industry linked with resource and environment, thus establishing Two-Oriented Agricultural Production System has become an inevitable choice in order to co-ordinate the harmonious development between man and nature and achieve agricultural sustainable development. The paper takes Dongting Lake District in the post "Three-Gorges" as a sample and does some research on how to construct Two-Oriented Agricultural Production System, applying with systematic analysis, comparative study, qualitative analysis combined with quantitative analysis, empirical analysis related to normative analysis, etc. The research objective of this paper is to analysize how to build a Two-Oriented Agricultural Production System around Dongting Lake District.This total of eight chapters is divided into four parts. The first part is actually an introduction, which focuses on putting forward questions, reviewing literatures from demestic and abroad, clarifying the research significance and introducing research ideas and methods. The second part includes the second and the third chapter, and analysizes the theoretical basis, theoretical content and construction significance. In addition, this part also makes an comparative analysis on the modern agriculture of the United States, Israel and Japan. The third part is composed of the fourth, the fifth and the sixth chapter, in this part a comprehensive evaluation index system of Two-Oriented Agricultural Production System has been built, furthermore, Dongting Lake District and Xiangyin County is respectively taken an empirical analysis and a case study. The fourth part consists of the seventh and the eighth chapter, the paper mainly analysizes the overall ideas and measures of constructing Two-Oriented Agricultural Production System, especially emphasizing institutional innovation.The paper draws some key conclusions. (1) As the future goal of China's agricultural development, Two-Oriented Agricultural Production System is essentially a circular economy; the requirement of saving resources and protecting environment is the most important, but conservation is the first, and only saving resources can man better protect our environment. (2) The paper constructs a comprehensive evaluation index system that contains 5 secondary-level and 25 third-level indicators, also makes an empirical analysis. The research results show that the basic trend of Two-Oriented Agricultural Production System around Dongting Lake District is getting better from 2000 to 2007, but progress is slow, development between indicators is unbalance. (3) The construction ideas of Two-Oriented Agricultural Production System around Dongting Lake District can be generalized as"implementing a strategy, starting on two bases, relying on three major innovations, carrying out four major projects and emphasizing five keys", the government should strengthen the basic work, speed up agricultural structure adjustment and industrialization process, accelerate institutional and technological innovation, all of these are also the major measures.Research of agricultural sustainable development, ecology and environment around Dongting Lake District has long been carrying on, but with the coming of low-carbon economy and the post "Three-Gorges" era, the question of establishing Two-Oriented Agricultural Production System around Dongting Lake District is indeed a new subject. There are three main innovations in this article. First, it analyzes systematically the concept of Two-Oriented Agricultural Production System by literature reviewing and comparative study, including its theoretical origin, scientific definition and construction significance, that is, the paper answers the question of what is Two-Oriented Agricultural Production System. Second, the paper constructs a comprehensive evaluation index system and sets a specific standard matched with every index, that is, this article answers the question of how to evaluate Two-Oriented Agricultural Production System. Third, the paper proposes some ideas and measures of constructing Two-Oriented Agricultural Production System around Dongting Lake District in the post "Three-Gorges", and primarily studies institutional innovation, that is, the paper answers the question of how to build it.
