Study On The Construction Of "A Main Multivariate" Agricultural Extension System In The Dongting Lake Area

With the transition of agricultural development and pluralistic demands for income increase of farmers,the agricultural extension system based on traditional planning model is challenged.The monopoly of the government public extension system is facing the impact of scientific research institutes,non-governmental agricultural organizations,agricultural companies and so on which belong to a part of diversified development,Implementation of “ a main multivariate ” agricultural extension systemis gradually becoming the trend of reform anddevelopment.In this paper,takes Dongting Lake agricultural extension development present situation analysis of the "one main multivariate" the agricultural extension system of connotation.Using the theory of communication theory,government failure theory,market failure theory and the Maslow's need levelstheory to explore how to build “one main multivariate” agricultural extension system in Dongting Lake,At the same time learn the characteristics of diversified agricultural extension system from the three developed countries: America,Japan and the Netherlands.Put forward some countermeasures of strengthening the "one main multivariate" agricultural extension system in Dongting Lake for the construction.Finally,aim at the Dongting Lake area to build the government-led,diverse organizational collaboration "one main diversified" agricultural extension system.The countermeasure of strengthen build “one main multivariate” agricultural extension system in Dongting Lake are put forward: Reform and improve the agricultural extension organizations in Dongting Lake,clear the management main body.Raising farmers' quality,then establish and improve the farmers economic cooperation organization,protect the interests of farmers and improve the farmers' income.To solving the Dongting Lake promotion funds,we should establish funds safeguard system and supervision mechanism.To promote the sustainable development of Dongting Lake agricultural,we will build with Dongting Lakes characteristic of "agriculture research,agriculture education agriculture extension" binding mode.
