In the years of fast IT growth, informatization in economy and social life, informatization has become the key point, which has promoted the growth of economy, for a country, a region or a city. The study on the method to measure informatization level has become a hot field in information economics and the study on the relationship between the informatization level and economic growth has also attracted a lot of attention. Though many scholars have paid much attention to the two fields above, it is a common sense that the measurement system of informatization level should be improved with the growth of IT and economy. Therefore, it is still very important to make a targeted study on real-time measurement system of informatization level and it is in conformity with the law of growth. It is also in conformity of the characteristic of the various regions'growth. Special and profound attention should be paid to the relationship between informatization level and economic growth. Those studies are of great importance and of great instruction. And thus this thesis is focused on those studies.In this thesis, analysis and comparison are given to the existing measurement methods of informatization level about their merits and faults, and the scope they are applied, based on the systematic summary of related studies and practices both in China and abroad. With multidisciplinary researching method and manifold survey and analysis, a new measurement system of informatization level is established regarding to the specific situation of Shandong Province. Because the 20 indexes used in this system are randomly gained, it has general applicability. Based on the summary of the achievements of research on the relationship between the measurement of informatization level and economic growth and its deficiency and by using the measurement system established above and the statistical data, an analysis and computation are made to the index of informatization level and GDP of Shandong Province and its 17 cities from 1990 to 2006. By using Granger Causality to test the relationship between the index of informatization level and economic growth and with analysis and induction to the results, a conclusion will be drawn about the relationship between the index of informatization level and the growth rate of GDP, and the relationship between the index of informatization level and the fluctuation of GDP growth rate. Careful analysis is also made to the relationship between this relationship and the developing level of informatization and empirical analysis is done to prove the boundary theory of informatization level.The characteristic of this thesis is the realization of circulation of knowledge forming process: new theory deduced from the existing theory→applying the new theory to practice→improving the theory in practice. The pioneering contribution of this thesis is the application of Granger Causality in testing the relationship between informatization level and economic growth. The test result is a strong proof to the theory made by predecessors. Above all, the conclusion can be used in practice and is instructive to economy planning, making resource distribution more rational.
