The Measurement On New Urban Informatization Level And Empirical Study

Report of the Eighteenth National Congress of the CPC said that we'd improve the quality of urbanization,and take the road of new urbanization with Chinese characteristics.New urbanization is people-oriented urbanization.Different from the traditional urbanization,the new urbanization take goals at environmental livable,economic development,intensive reduction,people's happiness,urban and rural coordination.Informatization is a development course,with applying of information technology,developing of information resources and information society and the transforming of productive forces.From the goals of urbanization and the connotation of informatization,we can see that using informatization as a faster and better means to promote the realization of urbanization.At present,many researchers do some researches on urbanization and informatization.But most of the researches are on the single aspect of urbanization or informatization.We can find a few researches on interactive development and the impact of the integration of urbanization or informatization from researches on integrating of industrialization,informatization,urbanization and agricultural modernization.There is little research on measurement of the integration of urbanization and informatization.Informatization provides power for the new urbanization.The new urbanization provides development space for informatization.They both contribute to the modernization of the city.Therefore,we should combine the two together to measure the level of modernization of a region.The new urban informatization measurement is collaborative the elements of the development of informatization and urbanization construction,including the motive force,development quality factors,development of protection elements.It chooses the common elements of influencing both informatization and urbanization construction,establishing an index system of a region's urban informatization measurement.In this paper,firstly,it has a literature review of the new urbanization and informatization related issues.And then introduces references of theoretical basis for interpretation.According to Eliezer.Gessler abstraction ladder theory,the measure index system follows these steps:"concept construction--dimension analysis--factor determination--index selection".Firstly,on the basis of the full understanding of the connotation of "new urbanization" and "information" and the interaction between the two,we build the comprehensive measurement of the new urban informatization.The new measurement contains the development of dynamic factors,the quality factors and security elements of informatization and urbanization.Secondly,the measure is divided into two levels to carry out the implementation.One is the macro measurement of urban informatization.Around the four elements of infrastructure construction,coordinated development of economy,environment and living environment,and personnel and scientific research environment,a three-level index system is established.It can realize the measurement of the macro level of the urban informatization level in a region.Taking the level of urban informatization in Jiangsu Province as an example,it provides suggestions for decision-making of new urban informatization policies,urban management and development of information industry in Jiangsu.The other is the micro measurement of urban informatization.Taking individual information behavior of urban residents as the object of analysis,it measures the new urban residents' information literacy of information acquisition,production,use,identification and so on.The micro measurement also taking the new town residents in Jiangsu Province as examples provides reference on building a livable town and a comprehensive information convenience services in Jiangsu Province.Thirdly,the paper summarizes and analyzes comprehensive level of urban informatization in Jiangsu province.It also finds out the problems of the urban information construction and tries to put forward the corresponding countermeasures.Finally,the measurement system of this paper is summarized,and the future research direction is put forward.
