Study On Reducing And Reusing Management Of Municipal Living Waste

Municipal life waste is "misplaced resource". With contradictions of population, resources and environment growing today, the reduction and reuse of municipal living waste appears more significantly. This paper using theoretical analysis and empirical research methods, with the main line of the waste logistics direction, comprehensively studied the whole process from the waste reduction, generated to treatment under the guiding ideas of Circular Economy theory, analyzed the management problems, and put forward the corresponding solution. Finally using the proposed theories and methods, studied the reducing and reusing management of the waste in Tianjin University.1. Introduced the definition and composition of Municipal life waste, and the typical types of recyclable waste, predicted the output of it.2. From the point of view of production and consumption, studied how to prevent waste generation. Proposing to implement the product eco-design, cleaner production and green consumption can not only reduce the volume of generated waste, but also helps reduce the difficulty of waste recycling, reflected the shift of governance principle from the end to source control.3. Using classification-Comprehensive evaluation method analyzed the environmental-economic value of recyclable waste, provided the Reference for the government regulating corporate recovery behavior. Through the supply and demand analysis of waste recycling market, identified the impact factors of waste demand and supply, to provide the effective theoretical support for the government carrying out management policies of market regulation to develop recycling industries. Further market equilibrium analysis showed that the implementation of policies such as trash fees, recycling subsidies were the effective economic instruments to enhance the activity of waste recovery and reuse for an economic people.4. Through the live research of recycle waste status of the residents in Tianjin, combined with the construction experience of China's renewable resource recycling system, put forward planning ideas of China's national conditions suitable recycling system of renewable resources, and discussed the construction of recycling networks and other operational platform.5. Put forward the idea of"combination of classification method, separation pattern and reuse method for the remainder after the initial recovery. By analyzing the limitations of traditional treatment methods, proposed the remainder should be reused as derived fuel and building materials resources; combined of selected reusing style and the residents classification wishes come to the conclusion of using"wet and dry"classification method, and accordingly designed the corresponding sorting process.
