With the advancement of technology and improvement of people’s living standards, there are more and more kinds of electronic products, and their updating speed is faster.The waste electronic products produced more and more environmental pollution and bring great challenge for resource reusing. Currently the promotion of economic interests, relevant policies and regulations, as well as the promotion of environmental awareness and recycling process of discarded electronic products are receiving more and more attention and research. At present, there are some problems, such as the information block, poor communication, and the lack of accurate identification of real information in disca rded electronic products related enterprises. Therefore, it is of great significance to build a supply platform which is more suitable for node enterprises related recycling discarded electronic products to exchange information and cooperation.In this paper, the study subject is the supply and demand operating platform for recovery and reusing of waste electronic products. And it establishes supply and demand operating platform about waste electronic products recycling and reusing based on the third party event driven contractual governance model. The platform has the characteristics of common supply and demand network, such as completely open, dynamically stable and multi-functional etc.First, based on the concept of open cooperation, whole life cycle and dynamically stable, according to the problems of recycling and reusing waste electronic products in different node enterprises and this paper systematically analyzes the user management, products management and evaluation management of the demand and supply operation platform. And then it analyzes its corresponding statistic demand of these functions according to the data flow chart method.Second, this paper designs the function and statistic of the demand and supply operation platform modules based on the principle of safety, standards compliance and functional integrity. Among them, it establishes a comprehensive evaluation system for optimal nodes matching function using GA-WLEM method and compares it with eigenvalue method.Third, it fulfills every function of the demand and supply operation platform under GA-WLEM method and eigenvalue method by ADO.NET、EXTJS and C#.Finally, this paper runs the simulation testing for the nodes matching function in this platform to test the superiority of GA-WLEM method and the multi- functions and dynamically stable of the platform.Research shows that applying the supply and demand network concept into the waste electronic products recycling supply platform, not only expands the application field of the supply and demand network theory, but also provides some references for the informatization of discarded electronic products recycling, achieve timely exchange in relevant node of waste electronic products and use information to improve waste electronic products recycling efficiency.The simulation test result shows that the node enterprises can dynamically select the optimal node and establish cooperation with them on the basis of search event-driven contract in supply and demand platform.
