As one of the key elements of technological innovation systems, R&D directly influence the production capacity of innovational systems, and further relate to the performance of enterprises in technological innovation. Although in recent years all countries in the world stepped up its activities in R&D inputs, but with relatively high investment ratio, R&D investment in the success rate is lower. One important reason is that the relative lag in risk management methods about R&D projects is no longer applicable for the rapid development of high-tech R&D projects. In view of this, the dissertation proposes a R & D investment project risk management framework based on analysis of uncertain factors in R & D investment with aim to provide useful reference to R & D investment management and decision makers in the investment decision-making. The main work this dissertation done are as following.(1) Establishment of R & D project risk management framework. The relationship between risk and correlation in various stages of R&D projects shows that the risk management in the early stages of the project life cycle is essential for the success of the entire project. The purpose of this dissertation is to establish a risk management framework to address R&D project stakeholders'puzzle in early product development, after the continuous improvement of risk management, the efficiency and quality of R&D projects will be enhanced.(2) A new risk management framework of R&D project was proposed in the dissertation, which combined the quality function deployment (QFD) with risk management effectively, and a model of risk management of R&D project on travelling wave motor was also established. In the course of the study, method of quality function deployment was selected as the first choice for R&D risk management framework on travelling wave motor. And after the establishment of 3 matrices, the matrix of risk assessment, the matrix of risk analysis and the matrix of risk management, based on the integration of these three matrices, a three-stage risk management framework of R&D project on travelling wave motor was created, and recording experiments were performed to evaluate of the robustness and effectiveness of the risk management framework.(3) In experimental part of the dissertation, students and some teachers in university were selected as volunteers. Six volunteer student teams were formed and separated into two groups, with 3 teams in each, to perform evaluation experiments on two different platforms. The evaluation results show all 6 team ranked external risk and technical risk as the two important risk categories for the travelling wave motor R&D project. The statistics gathered from the evaluation questionnaire also showed all participants assessed the proposed risk management framework positively both on subject perception and empirical evaluation. These outcomes support the hypothesisthat the implementation platform from the proposed risk management framework will have certain effects on decision performance.
