| Employment, as the source of people's livelihood and the policy of safeguarding national stability, has a direct bearing on people's interest and China's reform, development and stability. Under the guideline of the Scientific Outlook on Development, based on a comprehensive understanding on the theories concerning the employment institutions and practice home and aboard, this dissertation tries to make a thorough and systematic study on China's employment institutions in the transition stage by using analytical methods of economics.This dissertation holds that employment pressure is the most severe challenge which China faces in the period during which the large-scale economic transition has been and is being undertaken. To fundamentally solve China's long-term, arduous and complicated employment issue, policy adjustment as well as institutional safeguard. are needed. Employment policy needs institutional support, which is one important feature in the transition economies. Therefore, the basic role of employment promotion institutions should be given full play. The policy framework, institutional safeguards and long-term mechanisms for employment promotion through legislation should be established. At the same time, we should develop China employment system through innovation and innovate it by development, basing on the phased features of both the initial stage of socialism and the current social and economic conditions.This dissertation, on the basis of exploring the transition of employment system in many countries and of summing up their experiences and lessons, makes a thorough analysis of factors which influence the transition of China's employment system. Of which, institutional reform, economic growth, structural adjustment and the international environment are all of significance. During 30 years' reform and opening-up, China's transformation from a planned economy to the market economy provides basic institutional environment for employment transition; high economic growth creates better economic conditions; the adjustment of ownership structure, industry structure and the urban-rural dual structure offers various approaches; and the international environment such as economic globalization, China's accession into WTO and the implementation of international labor law poses challenges as well as opportunity to employment transition. Through the analysis of these involved factors in China's employment transition, taking the newly adopted Employment Promotion Law as the main line, this dissertation gives a brief description of China's employment framework. Meanwhile, it offers a preliminary explanation of the relevance between employment system, social security system and labor contract system. It holds that social security system and labor contract system assume the dual functions of safeguarding laborers' life and promoting reemployment; therefore, they should be an organic whole rather than being splitting from each other.Employment is a tough problem worldwide, also a core issue in economic and social development in front of most countries now. The international financial crisis triggered by American sub-prime crisis in later 2008 and the following global economic recession have evolved into an employment crisis worldwide, posing unprecedented challenges to China's ongoing employment system in transition. On the basis of comprehensive analysis of severe situation at home and aboard, this dissertation puts forward suggestions for employment institutional innovation in China's economic transition period with an expectation of providing references. Those suggestions mainly include setting up the principle of taking employment as a top priority, putting in place the mechanism of promoting employment through starting up new business, establishing and improving unemployment regulation mechanism and insurance scheme, cultivating regulatory mechanisms on a unified, open, orderly competitive human resource market and improving vocational education and training system. |
